Book excerpt: The fortieth anniversary of the Strategic and Defence Studies Centre's founding provided the opportunity to assemble many of Australia's leading analysts and commentators to review some of the more significant issues that should define Australian defence policy. In the first 20 years after its establishment, SDSC scholars played a prominent role in shaping the ideas and aspirations that eventually found official expression in the 1987 Defence of Australia White Paper. This policy sustained a coherent balance between strategy, force structure and budgets for well over a decade. In recent years, however, the cumulative effects of the end of the Cold War and watershed events like the East Timor experience; the attacks on New York and Washington, D.C., in September 2001; the Bali bombings in October 2002; and the invasion of Iraq in March 2003 have fractured the former consensus on defence policy. These developments have eroded acceptance of the core judgements underpinning defence policy. This has led to a more tenuous connection between some recent major equipment acquisitions and declared policy. The unravelling of the consensus on the 'defence of Australia' policy means that we must again undertake a balanced, long-term assessment of the nature of Australia's strategic interests. Only by doing so can we determine the kinds of armed forces that would contribute most effectively to protecting those interests. The papers collected in this volume are not informed by a common view of where Australia should focus its defence policy, but all address themes that should figure prominently in this difficult but essential task.

For most of this period, the public showed little interest in defence and security policy and possessed limited knowledge about the strategic options available. The principal post-war exception to this pattern is, of course, the Vietnam War, when political divisions over Australia’s support for the U.S.-led action eventually resulted in the withdrawal of troops in 1972. The period since 2001 has seen a fundamental change both in the public’s views of defence and foreign affairs, and in how these issues are debated by political elites. This has come about as a result of major changes in the strategic environment such as a heightened public awareness of terrorism, party political divisions over Australia’s military commitment to the 2003-11 Iraq War and the increasing overlap of economic and trade considerations with defence and foreign policies, which has increased the public’s interest in these issues. Combining the expertise of one of Australia's foremost scholars of public opinion with that of an expert of international relations, particularly as pertains to Australia in Asia, this book will be a critical read for those wishing to understand Australia's alliance with the U.S., interactions with Asia and China, and the distinctive challenges posed to Australia by its geographic position.

Politically, defence is regarded as a problem that will be dealt with when the need is urgent-when it will be too late and exceedingly costly in lives and money. No one who reads this book can fail to be frightened--not by the threat of nuclear war or holocaust--but by the total inability and inadequacy of our defence forces to meet such a nightmare now. Our national conservatism threatens our security more than it ever did in the days of total war.

It describes the current state of planning and thinking within the Australian Defence Force with respect to Network Centric Warfare, and discusses the vulnerabilities that accompany the use by Defence of the National Information Infrastructure (NII), as well as Defence's responsibility for the protection of the NII. It notes the multitude of agencies concerned in various ways with information security, and argues that mechanisms are required to enhance coordination between them. It also argues that Australia has been laggard with respect to the development of offensive cyber-warfare plans and capabilities. Finally, it proposes the establishment of an Australian Cyber-warfare Centre responsible for the planning and conduct of both the defensive and offensive dimensions of cyber-warfare, for developing doctrine and operational concepts, and for identifying new capability requirements. It argues that the matter is urgent in order to ensure that Australia will have the necessary capabilities for conducting technically and strategically sophisticated cyber-warfare activities by the 2020s.
