Book excerpt: With the enactment of Public Laws (P.L. 98-212 and 98-525) warranties must be considered for DOD weapon systems. It is DOD's policy to only obtain cost effective warranties. To determine if a warranty is cost effective a cost-benefit analysis is required. There has been concern by Congress, the General Accounting Office, and the Air Force about the adequacy of the cost-benefit analyses. This study examined the nature and availability of information needed to conduct cost-benefit analysis of warranties. A theoretical model of warranty relationships was described and used to identify the information required to assess the benefits and costs of warranties. In order to limit the scope of the research, only jet engine warranties were considered. This effort is useful in that a structure for warranty cost-benefit analysis is provided. In addition, several problem areas involved in evaluating and measuring warranty costs and benefits are identified and discussed. Keywords: Air Force procurement.

The use of warranties is now viewed by the Air Force as a viable procurement option for future Air Force turbine engine procurement. The Propulsion System Program Office (SPO) has investigated the use of warranties and recognizes the need for a system that can analyze the life cycle cost of an engine under warranty. This thesis shows the development of a decision support system in a computer model that assesses the turbine engine life cycle cost under warranty. Two versions of the warranty model were developed to provide short and long term warranty analysis and both systems were integrated into the total decision support system designed to assist SPO analysts and contract specialists to evaluate the cost effectiveness of a turbine engine warranty. Beginning with Volume 13, the printing and dissemination phases of the activity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thougtit that such an arrangement would be more beneficial to the academic and general scientific and technical community. After five years of this joint undertaking we had concluded that it was in the interest of all con cerned if the printing and distribution of the volumes were handled by an interna tional publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Cor poration of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 31 (thesis year 1986) a total of 11 ,480 theses titles trom 24 Canadian and 182 United States universities. We are sure that this broader base tor these titles reported will greatly enhance the value ot this important annual reterence work. While Volume 31 reports theses submitted in 1986, on occasion, certain univer sities do re port theses submitted in previousyears but not reported at the time.

Weapon system warranties which are now required by law are one way to achieve this objective. Congress has requested that only cosnt-effective warranties be procured. Consequently, DOD is requiring all services to conduct cost/benefit studies of warranties. This thesis considered the information required to conduct such an analysis and investigated the availability of such information by looking at the F-16 Reliability Improvement Warranty Contract as an example. A simple theoretical manufacturer's cost model of warranty relationships is used as a reference in identifying the overall structure and general types of information discussed by the model. the research concluded that critical information necessary to perform valid cost/benefit or effectiveness assessments of warranties is missing.

Specifically, the research compared the costs for two, three, and modified three level maintenance concepts. To achieve the research objectives, a LCC model, the 'Super Operating and Support Cost Model (SOSCM), ' was used. SOSCM is used by the Propulsion SPO, ASD/YZ, at Wright Patterson AFB to estimate costs for Air Force engines. A sensitivity analysis was run on a generic test case to determine the effect of changes in certain cost drivers on LCC. There were a few important findings. First, for this case, the LCC for the two level concept was 14.7% greater than the cost for three levels of maintenance. Two factors accounted for most of the difference. The number of spare engines required increased, the second destination transportation costs rose sharply. The study also showed that changes in some factors have a greater impact on the costs for two levels of maintenance than three. Overall, the research points out that it should not be assumed that moving to two levels of maintenance will lower costs.
