Book excerpt: In the wider context of the Cold War in the 1980s, a rare exception was a proposal for the potential co-hosting of the 1988 Summer Olympics between Seoul (South Korea) and Pyongyang (North Korea). While diplomatic exchanges between the two countries in other areas had produced inconclusive results, a series of joint meetings were organised by the International Olympic Committee to facilitate North Korean participation in the Games while preventing any action that might undermine the Games' organisation. This historical analysis of these tripartite meetings aims to reconsider the frequently essentialist position of North Korea as a 'Games saboteur'.

Due to the acrimonious history between the two nations, in particular North Korea's bombing of a South Korean civilian airplane in 1987, fear existed that North Korea might attack the Games. In response to the North Korean threat, the IOC, national governments, and National Olympic Committees worked together to provide security for the 1988 Seoul Olympics. As relations between the United States and Soviet Union slowly improved, protecting the Olympics factored into arms-control discussions between the two rivals. Simultaneously, despite a long-held aversion to politics interfering with sport, the situation forced the IOC to manipulate political ties to ensure a safe Olympic Games. This system of international security cooperation had a lasting impact on Olympic security.

Rationality in the North Korean Regime offers a concise and finite method to assess rationality by examining over ten cases of provocations from the Korean War to the August 2015 land mine incident. The book asserts that Kim Il-sung was predominantly a rational actor, though the regime behaved irrationally at times under his rule, and that both Kim Jong-il and Kim Jong-un have clearly been rational actors. As a rational actor, Kim Jong-un is unlikely to give up his nuclear weapons, but this work argues he can be deterred from using them if the United States demonstrates it is willing to co-exist with his regime and pursues long-term engagement to reduce Kim’s concern that North Korea’s sovereignty needs defending from U.S. hostile policy. This could allow gradual social change within the country that could eventually lead to positive systemic change as well as soften Kim’s rule. In this regard, time may be on the side of the U.S.-South Korean alliance, but the two allies must embrace the long view and learn to be more patient or risk another conflict on the Korean Peninsula.

Book excerpt: The Korean Peninsula found itself engrossed in an international sporting conflict given political significance by the overarching Cold War tensions at play in the 1980s after it was announced that Seoul would host the 1988 Olympic Games. South Korea pursued their bid in search of legitimacy on the global stage, and North Korea sought to prove the legitimacy of Kim Il Sung's authoritarian regime. However, the purportedly apolitical International Olympic Committee (IOC) wielded the idealistic nature of the Olympic Movement, the organization's relative stability, and the diplomatic experience of President Juan Antonio Samaranch to lead the charge in the co-hosting negotiations for the 1988 Seoul Games. This paper argues that, under Samaranch, the IOC not only solidified itself as a viable non-state actor amid the 1988 Olympic crisis but also temporarily diffused broader political tensions on the Korean Peninsula, bringing the Soviet and Western blocs together in one of the most successful Olympic events to date and legitimizing itself as an independent actor in the sphere of foreign affairs.
