On the other, mass retirements can decimate departments, creating the need for mass hirings that will create another crisis in the future.At the same time, with the elimination of mandatory retirement, many faculty are working on into and beyond their seventies because they feel they still have much to contribute, because their identities are closely tied to their work, because they wish to remain connected to their institutions, or for financial reasons. Given institutions’ legal constraints and planning exigencies, and faculties’ varied motivations, what are the options that can satisfy the needs of both parties? This book presents a range of examples of how institutions of all types and sizes are addressing these dilemmas, and how faculty members have helped create or shape policies that address their needs and allow them to continue to play meaningful roles at their institutions.The contributors describe practices that address the concerns of those already nearing or in retirement, propose approaches to creating opportunities to start these sensitive discussions and address financial planning at early career stages, and outline strategies for developing clear structures and policies and communication so that individuals have a full understanding of their options as they make life-changing decisions. This book presents models from fifteen colleges and universities identified by the American Council on Education through a competition for having developed innovative and effective ways to help faculty transition into retirement. In To Retire or Not? the nation's foremost authorities on retirement policy and practice provide a critical assessment of academic labor markets and retirement patterns, explaining how to adjust pension and other incentive programs to ensure proper replenishment of intellectual and human capital. Case studies vividly illustrate how to predict the need for special retirement programs, how to structure voluntary early-out benefit plans, and how age-based retirement incentives work in practice. Recent legal decisions are assessed and critiqued. A recent amendment to the U.S. Age Discrimination in Employment Act ended mandatory retirement for tenured faculty at colleges and universities across the country. This law let individual faculty members enjoy an economic benefit enjoyed by almost all other American workers: they could choose to continue working past age 70 or "sell" the benefit back to their universities in exchange for earlier retirement. At the same time, however, educational administrators were faced with a faculty bulge created by the expansion of the professorate in the 1960s and early '70s, and the so-called "surplus army" of Ph.D.s of the 1980s. Colleges and universities everywhere are now faced with the higher costs of retaining senior professors instead of hiring entry-level replacements at lower salaries.

Will this "uncapping" of the retirement age adversely affect the vitality of academic departments or the prospects of advancement for younger scholars? In a definitive study of faculty retirement in the arts and sciences, Albert Rees and Sharon Smith seek to answer this question. Book excerpt: This paper examines how phased retirement plans in higher education create value for both the institution and individual faculty, based upon evidence from the Survey of Changes in Faculty Retirement Policies and an in-depth case study of the University of North Carolina system. Faculty benefit by receiving improved opportunities for part-time work and by having the ability to make a smoother transition to retirement. The policy is clearly of great value to the 25 to 35 percent of UNC faculty who opt for phased over full retirement. The biggest payoff to the university is an increase in the odds that low-performing faculty will start the retirement process earlier. Universities also anticipate increased flexibility in managing faculty employment and compensation; phased retirement is most likely to be observed on campuses where a high percentage of faculty has tenure.

Book excerpt: In this descriptive paper we detail the structure of two Washington State teacher retirement plans: a traditional defined benefit plan and a hybrid defined benefit-defined contribution plan. We provide preliminary evidence on how retirement plan structures may relate to the choices that teachers make. Our analysis of the financial incentives offered to Washington State teachers under the two different plans reveals several patterns that may influence teacher behavior. Teachers experience large gains in their pension wealth by crossing key age and experience thresholds. The relative magnitude of expected pension wealth differs sharply between the plans depending on when a teacher anticipates exiting the position, and the magnitude of anticipated returns to investment. We observe teacher choices between the traditional defined benefit plan and the hybrid plan during two time periods: 1996-1997 and 2008-2010. In 1996-1997 teachers were offered a financial inducement to switch into the newly created hybrid plan and defaulted into staying in the traditional plan if no action was taken. Teachers hired during 2008-2010 defaulted into the hybrid plan if no action was taken. Most of the teachers who were given a choice opted for the hybrid plan. This preference for the hybrid plan is more pronounced among the 1996-1997 cohort, who received a financial incentive in the form of a transfer payment for switching. The notable exception is among teachers who were over 55, and or teachers with relatively high experience levels, who were more likely to choose the traditional defined benefit plan. Simulations of raising and then abolishing the mandatory retirement age suggest very large increases in full time work by faculty members in their late 60's and early 70's. Simulations also suggest that early retirement incentive programs would offset only a small fraction of the increase in work due to changes in mandatory retirement, and that rents created by these programs exceed savings from induced early retirements, with salaries of replacements further adding to costs.
