Book A State of the Art Report on the External Dimension of Dependencies and Interdependencies of EU Critical Infrastructures

Download or read book A State of the Art Report on the External Dimension of Dependencies and Interdependencies of EU Critical Infrastructures written by and published by . This book was released on 2013 with total page 126 pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Programme for Critical Infrastructure Protection (EPCIP) defines a series of measures for the protection and resilience of critical infrastructures. The dependencies of critical infrastructures and supply chains in Europe on critical infrastructures outside EU is high in the agenda. The element of external dimension is of paramount importance for EPCIP and the Commission has called in several cases MS to work in this direction. To this end, understanding external interdependencies is a key element for establishing a targeted approach for collaboration with countries outside EU. The present report aims to shed light on the external dimension of interdependencies of critical infrastructures in the EU, based on publicly available information. Furthermore, an important aspect of this report is that it addresses the issue of external interdepedencies also for Key Resources Supply Chains. Finally, leveraging the experience of JRC and Politecnico di Milano in the domain of critical infrastructure protection and their interdependencies, actions at research and risk management level for prevention and mitigation of this kind of risks on EU critical infrastructures and KRSC are proposed.

Book European Critical Infrastructure Protection

Download or read book European Critical Infrastructure Protection written by Alessandro Lazari and published by Springer. This book was released on 2014-07-25 with total page 170 pages. Available in PDF, EPUB and Kindle. Book excerpt: The recent European Council Directive 114/08 requested the EU Member States to perform an assessment aimed at the identification and designation of the so-called European Critical Infrastructures (ECI). Every analysis of the results of the "first round" of identifications and designations has only taken into account the numbers of ECIs effectively designated, consequently leaving aside all of the other elements related to this important path towards a harmonized vision of the "European Security". This work, with its unprecedented approach, focuses on the elements that have maximized or frustrated the ambitious European objectives and on the issues that might have prevented the directive reaching its full potential. Furthermore, the study offers an in-depth perspective on the lessons learned - including those that can be learned from the US pre-post 9/11 CIP policies - as well as an assessment of the state of play of the Member States after the implementation of the directive, together with predictions for future challenges.

Download or read book Critical Infrastructure Protection written by NATO Advanced Research Workshop on Critical Infrastructure Protection and published by IOS Press. This book was released on 2014-01-03 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: The issue of protecting essential infrastructure against the threat of terrorist attack is one which continues to concern governments worldwide. But terrorism is not the only threat this infrastructure may face: environmental hazards, industrial accidents and sabotage are also major concerns. Protecting critical infrastructure is expensive, but many of the solutions apply whatever the cause of the problem, and in these days of scarce resources, multi-sector or multi-threat solutions are preferred. This book presents the proceedings of the NATO Centre of Excellence – Defence against Terrorism (COE-DAT) Advanced Research Workshop entitled Critical Infrastructure Protection, held in Ankara, Turkey, in May 2012. The workshop brought together 44 participants from 13 countries and consisted of five sessions: a general overview of policy, tools and techniques; the realities of implementation; protection of energy infrastructure; protection of communications and information infrastructure; and protection of transport infrastructure. The papers were presented by 16 expert speakers – military and civilian practitioners, business leaders, diplomats, and academics – from 6 countries, and each was followed by a detailed discussion and debate. The workshop concluded with a summary of all the topics reflected in the individual papers presented. This book represents a significant contribution to furthering the science of counterterrorism, and will be of interest to all whose work involves all aspects of Critical Infrastructure Protection and the terrorist threat to infrastructure.

Book The European Union and Humanitarian Crises

Download or read book The European Union and Humanitarian Crises written by Francesca Pusterla and published by Routledge. This book was released on 2016-03-09 with total page 269 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the last few decades international organisations, national governments, and governmental and private actors have all multiplied their efforts to limit the extent to which natural catastrophes, man-made atrocities and political and economic breakdowns affect civil populations. The European Union and Humanitarian Crises: Patterns of Intervention addresses the allocation of foreign aid within the framework of the European Union’s Humanitarian Aid policy and analyses different Member States’ intervention strategies designed to cope with these emergencies. Joining the debate about bilateral and multilateral allocation of foreign aid in crisis situations and exploring the cooperative actions undertaken by the European Union and its Member States to cope with them the book questions how the context of the crises themselves impacts on strategies of intervention and investigates how strategies change depending on the characteristics of the crisis.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines how internal and external security are blurring at the EU level, and the implications this has for EU security governance and the EU as a security actor. The EU claims that ‘internal and external security are inseparable’ and requires a more integrated approach. This book critically assesses this claim in relation to the threats facing the EU, its responses to them, and the practical and normative implications for EU security governance and actorness. It sets out a novel conceptual framework – the EU security continuum - to examine the ways and extent to which internal and external security are blurring along three axes: geographic, bureaucratic, and functional. This is done through an analysis of four key security issues, regional conflict, terrorism, organised crime, and cybersecurity. The book demonstrates that, to varying degrees, these security threats and/or responses do transcend boundaries. However, institutional turf wars and capability silos hamper the EU’s integrated approach and, therefore, its management of transboundary security threats. Yet, the EU’s pursuit of an integrated approach is reframing its claimed normative distinctiveness toward a more practical one, based on a transnational and multidimensional approach. Such a rearticulation, if implemented, would make the EU a genuinely transboundary security actor, properly structured and equipped to tackle the 21st century’s internal-external security continuum. This book will be of much interest to students of European Security, EU politics, and international relations.

Book Terrorism Documents of International and Local Control Volume 89

Download or read book Terrorism Documents of International and Local Control Volume 89 written by Douglas C Lovelace Jr and published by Oxford University Press. This book was released on 2008-06-04 with total page 644 pages. Available in PDF, EPUB and Kindle. Book excerpt: Terrorism: Documents of International and Local Control is a hardbound series that provides primary-source documents on the worldwide counter-terrorism effort. Chief among the documents collected are transcripts of Congressional testimony, reports by such federal government bodies as the Congressional Research Service and the Government Accountability Office, and case law covering issues related to terrorism. Most volumes carry a single theme, and inside each volume the documents appear within topic-based categories. The series also includes a subject index and other indices that guide the user through this complex area of the law. Europe's Approach to Terrorism introduces Terrorism researchers to the realm of European Union security law. With an ever-expanding immigrant population and a rising Islamic presence within Europe, the EU's quickly developing security law demands the kind of topically organized document collection that Europe's Approach to Terrorism constitutes. A key feature of this volume is the section devoted to case law from the European Court of Justice, which has addressed the delicate legal issue of defining and categorizing philanthropic organizations as terrorist-supporting groups. This volume also features the text of European Parliament measures that regulate the flow of money to terrorist groups. Given the prominence of these questions in non-European countries as well, this volume will serve as a unique research tool for scholars and policymakers around the world.

Book excerpt: Counter-terrorism law and policy has been prominent and widespread in the years following 9/11, touching on many areas of everyday life from policing and border control to financial transactions and internet governance. The European Union is a major actor in contemporary counter-terrorism, including through its development of counter-terrorism laws for application within the Union. This book undertakes a multi-disciplinary and empirically informed analysis of the impact, legitimacy and effectiveness of EU counter-terrorism. Taking into account legal, societal, operational and democratic perspectives, this collection connects theoretical and practical perspectives to produce an interdisciplinary and multi-stakeholder study of how we might measure and understand the impact, legitimacy and effectiveness of EU counter-terrorism. Book Protecting Critical Infrastructure in the EU

Download or read book Protecting Critical Infrastructure in the EU written by Bernhard M. Hämmerli and published by . This book was released on 2010 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: Critical infrastructures such as energy, communications, banking, transportation, public government services, information technology etc., are more vital to industrialized economies and now than ever before. At the same time, these infrastructures are becoming increasingly dependent on each other, such that failure of one of them can often propagate and result in domino effects. The emerging challenge of Critical (information) Infrastructure Protection (C(I)IP) has been recognized by nearly all member states of the European Union: politicians are increasingly aware of the threats posed by radical political movements and terrorist attacks, as well as the need to develop better response capacity in case of natural disasters. Responses to these facts have been in line with the available resources and possibilities of each country, so that certain countries are already quite advanced in translating the C(I)IP challenge into measures, whereas others are lagging behind. In the international arena of this policy domain, Europe is still in search of a role to play. Recently, CIIP policy has been integrated in the EU Digital Agenda, which testifies to the growing importance of securing resilient infrastructures for the future. This important and most topical Task Force Report is the result of in-depth discussions between experts from different backgrounds and offers a number of observations and recommendations for a more effective and joined-up European policy response to the protection of critical infrastructure. The Task Force was chaired by Bernhard Hämmerli, President of the Swiss Informatics Society. CEPS Senior Research Fellow Andrea Renda served as Rapporteur.--Publisher description.

Book From European Critical Infrastructure Protection to the Resilience of European Critical Entities

Download or read book From European Critical Infrastructure Protection to the Resilience of European Critical Entities written by Jacqueline Mayrdorfer and published by . This book was released on 2023-11-07 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Seminar paper from the year 2023 in the subject Politics - Topic: European Union, grade: 1,0, University of applied Sciences Regensburg (Angewandte Natur- und Kulturwissenschaften), course: European Politics and Institutions, language: English, abstract: Critical infrastructures are essential for the smooth functioning of highly developed societies, providing crucial services that society heavily relies upon. However, their interconnected and complex nature makes them susceptible to failures and disruptions. The paper analyzes the events and actors that led to the adoption of the European Resilience of Critical EntitiesDirective (RCED) in 2022, which signifies a shift from a "protection" to a "resilience" approach in European legislation. Using the policy cycle framework, the paper examines the initial agenda setting, evaluation of the European Critical Infrastructure Directive (ECID), and the problem definition and agenda setting for the RCED. The evaluation of the ECID reveals implementation weaknesses and emphasizes the need for a more coordinated and comprehensive approach to critical infrastructure protection. Stakeholder consultations and evaluations highlight the importance of updating the ECID to address the interdependencies of critical infrastructures. The European Commission proposes policy options, with a preference for enhancing the resilience of critical entities and ensuring the uninterrupted provision of essential services. However, the concept of resilience in EU legislation needs further clarification. Overall, this paper provides insights into the necessity of critical infrastructure protection and the shift towards a resilience-oriented approach in European legislation.
