Book excerpt: The 2012 London Olympic and Paralympic Games is likely to be a 'once in a generation' opportunity for the UK to attract the attention and interest of the entire global community. The report reviews other countries' experience of using major sporting events for public diplomacy purposes. The Games offer an unparalleled opportunity to promote UK business, trade and inward investment. The Committee recommends holding a major trade event close to or during the Games to secure the maximum commercial benefit to the national economy. The FCO should also make more of the claim that the 2012 Games will be "the world's first sustainable Games", publicising around the world the many examples of environmental good practice in the planning and building of the event. And it should continue to use the Games to promote British culture and values at home and abroad, emphasising that London is an open and welcoming city, and that the UK is a diverse, inclusive and friendly country. The Committee is worried that budget cuts may result in the FCO's work related to the Olympics becoming a matter solely of individual initiatives by embassies and High Commissions, without adequate central co-ordination. The Committee recommends that the FCO should form a 'rapid response unit', set up well before the Games, which can rebut or challenge negative stories appearing in the world media.

Book excerpt: This Welsh Affairs Committee report, "Globalisation and its impact on Wales" (HC 184-I, ISBN 9780215526373), examines the effects of global trade on a variety of economic sectors, including employment and skills, broadcasting, and food supply and production. The Committee found evidence of existing skills gaps in Wales, for example in specialist areas such as science, and recommends that to avoid dependence on low skilled, low paid jobs, the UK and Welsh Assembly Governments work with the higher education sector to raise the skills base. Universities are the drivers of the knowledge economy, which is key to success in the global marketplace. The Committee believes it is imperative that the UK and Welsh Assembly Governments fully integrate the commercial potential of higher education into their policies. Welsh companies can increase their value and stimulate the local economy by exploiting a strong local identity and values, and by making use of higher level and specialist skills to offer premium goods and services that cannot be sourced abroad, particularly in the farming and food production industries, where Wales is developing a global reputation for excellence. Also in the report, the Committee: welcomes the use of innovative methods of broadcasting used by S4C to engage with audiences outside Wales; recommends the commissioning of more programmes reflective of Welsh identity; supports initiatives helping Welsh companies to exploit their global potential in the creative industries.

Book excerpt: Climate change resulting from CO2 and other greenhouse gas emissions poses a huge threat to human welfare. To contain that threat, the world needs to cut emissions by about 50 per cent by 2050, and to start cutting emissions now. A global agreement to take action is vital. A fair global deal will require the UK to cut emissions by at least 80 per cent below 1990 levels by 2050. In this report, the Committee on Climate Change explains why the UK should aim for an 80 per cent reduction by 2050 and how that is attainable, and then recommends the first three budgets that will define the path to 2022. But the path is attainable at manageable cost, and following it is essential if the UK is to play its fair part in avoiding the far higher costs of harmful climate change. Part 1 of the report addresses the 2050 target. The 80 per cent target should apply to the sum of all sectors of the UK economy, including international aviation and shipping. The costs to the UK from this level of emissions reduction can be made affordable - estimated at between 1-2 per cent of GDP in 2050. In part 2, the Committee sets out the first three carbon budgets covering the period 2008-22, and examines the feasible reductions possible in various sectors: decarbonising the power sector; energy use in buildings and industry; reducing domestic transport emissions; reducing emissions of non-CO2 greenhouse gases; economy wide emissions reductions to meet budgets. The third part of the report examines wider economic and social impacts from budgets including competitiveness, fuel poverty, security of supply, and differences in circumstances between the regions of the UK.

Book excerpt: The Commonwealth is working for the UK however if the organisation is to reach its potential and influence events, the Commonwealth Secretariat needs to "sharpen, strengthen and promote its diplomatic performance". Recently the Commonwealth has appeared less active and less publicly visible. The Government does not appear to have a clear and co-ordinated strategy for its relations with the Commonwealth. The moral authority of the Commonwealth has "too often been undermined by the repressive actions of member governments". The Committee is "disturbed to note the ineffectiveness of the mechanisms for upholding the Commonwealth's values", and expresses support for the Eminent Persons Group's proposal for a Commonwealth Charter. The Committee also says that it is not convinced that member states are making the most of the economic and trading opportunities offered by the Commonwealth. The report welcomes the fact that the Commonwealth continues to attract interest from potential new members, and the report says that there are advantages in greater diversity and an extended global reach for the Commonwealth however the application process should be rigorous. There is also concern at the continuing evidence of serious human rights abuses in Sri Lanka and the Committee urges the Prime Minister to state publicly his unwillingness to attend the Commonwealth Heads of Government Meeting in Colombo meeting unless he receives "convincing and independently-verified evidence of substantial and sustainable improvements in human and political rights in Sri Lanka."
