Book excerpt: Due to escalating impending retirements, the American Association of Community Colleges has recognized a potential crisis in community college executive leadership. Leadership succession planning has rarely been incorporated into community college strategic planning, although college presidents and boards of trustees have acknowledged an impending crisis. The lack of leadership development opportunities may preclude advancement by those serving as middle management administrators. Leadership succession planning has been used in the business sector to identify high performers with leadership potential, and provide leadership development to prepare individuals for senior level positions. Strategic planning for leadership succession was studied in the New Jersey Community College System, using a qualitative, multi-case study. Triangulation included interviews with college leadership to address the study's research questions, survey instrument distribution to college administrators, and investigation of archival documents. Research disclosed that community college leaders valued the principle of leadership succession planning, but most colleges did not have succession planning or leadership development programs intended to develop college executives. A major focus to address the potential crisis in executive leadership succession planning is the determination of what comprises an effectual plan. Based on the study's data, recommendations include (a) leadership succession, (b) development of a succession-planning consortium, (c) communication of a formal succession plan, (d) identification of potential high performers, and (e) formal mentoring at individual institutions.

Due to escalating impending retirements, resignation, and discharge, it is vital that succession plans are implemented within the college for promotions. Leadership succession planning has seldom been incorporated into community college’s strategic planning. The emphasis of this research study was to examine how leadership succession planning can be developed and implemented in the community college arena in Georgia. Challenged by increased enrollments, diminishing state funding, accountability for student success, and increased public oversight, this study intended to provide awareness into the leadership challenges facing community colleges. This study focused on the lived experiences of individuals and groups’ data collected by means of interviews and observation. With the use of existing literature on succession planning, higher education and other organizational settings are used to check the emerging patterns and recommendations for the necessary process, strategies, and methods required to establish a successful succession plan within the executive leadership at community colleges. Succession planning is nothing new as one great example is described in the Bible with the story of Moses and his successor Joshua. Moses became a mentor to Joshua and provided him the opportunity to complete various leadership tasks to further his development. The same principles of succession planning that were used in the transfer of leadership from Moses to Joshua are still applicable to today's transitions in leadership.

Book excerpt: The challenge of maintaining strong leadership within many community colleges has been exacerbated by many factors including demographic shifts, therefore, succession planning is one tool used by institutions to offset the challenge of dealing with aging leaders, retirements, and a limited pool of competent applicants. Many senior administrators have and will continue to retire at rapid rates and fewer well-prepared individuals seem to be available or willing to move into these roles. Higher education literature has explored the future of community colleges during this time of change, some examining critical factors for the future of community colleges by asking questions such as: Who will the next leaders be? Will they be committed to the community colleges' historic mission of ensuring access? How will they be prepared to meet current and future challenges? This case study was designed to explore the influencers of succession planning and how rural community college leaders identify and develop future leaders. As part of this exploration, the study examined institutional culture and community stakeholders as influencers. Six presidents or chancellors from rural community colleges were chosen for face-to-face interviews using purposive sampling to gain an in-depth understanding of the ways current community college leaders are developing the pipeline of future leaders. Through qualitative analysis three themes emerged: adaptation and flexibility are primary characteristics needed by future leaders; organizational leadership is influenced by organizational culture and community needs; and leadership development must include broad organizational exposure. Recommendations stemming from this study are that presidents and chancellors from other states, geographical locations, or urban areas may have different perspectives regarding leadership selection and development. Replication of this study in other states, urban institutions, and institutions with different budget levels would allow comparisons of the findings to further the research on this topic. Additional research also might examine individuals who have been identified as potential leaders and may reveal how future leaders are preparing for leadership opportunities.

Book excerpt: The predicted shortage in the number of qualified professionals available to fill vacant executive leadership positions is a significant concern for the non-profit sector. This qualitative multiple-case study explored the general problem of the potential lack of succession planning, resulting in the inability to identify future leaders within Ohio’s faith-based organizations. Specifically, this study concentrated on the selection process of candidates for executive leadership positions, and the succession planning process that contributed to a successful or failure to implement. In a purposeful sample, eighteen (18) senior leaders located in the eastern and western regions of Ohio, were selected for this study. As part of the conceptual framework, Hershey and Blanchard’s (1993) situational leadership theory were used to understand the group facilitator’s leadership style during succession planning activities. Data was collected and analyzed from semi-structured interviews, documents, and archival records. Findings are discussed from the perspective of senior leaders, which included current and former volunteers, and employees that previously participated in succession planning activities to appoint a new leader at Ohio’s faith-based organizations. Five themes emerged from the study and highlighted the strategies chosen by senior leaders as they prepared for succession planning activities. Furthermore, the results of this study and the future recommendations provided, contributed to the body of knowledge, and expanded the topic of succession planning for executive leadership positions in the non-profit sector.

Book excerpt: Succession planning and leadership development in higher education has come under greater scrutiny in the last decade as a result of a large contingent of college administrators. Small, private, not-for-profit colleges and universities are often more susceptible to the challenges of succession planning and leadership development as a result of scarce resources available for investment in these critical areas. This study focused on the experiences of small, private, not-for-profit college administrators and their use of leader and leadership development as well as succession planning and management strategies. A qualitative, multiple-case study approach was used. The researcher conducted 12 semistructured interviews comprised of a sample of three administrators from four different institutions. Results were organized into three themes, representing the best practices of leader and leadership development, the scarcity of succession planning practices, and the use of informal and formal strategies discovered across the multiple cases. The researcher presented a small college succession planning and management framework, based on this study's findings, aimed at assisting practitioners in implementing a tangible strategy for developing internal leader and leadership capacity that could be used in a long-term leadership development and succession planning and management.

These questions are fundamental to quantifying the productivity of the education sector. The studies in Productivity in Higher Education use rich and novel administrative data, modern econometric methods, and careful institutional analysis to explore productivity issues. The authors examine the returns to undergraduate education, differences in costs by major, the productivity of for-profit schools, the productivity of various types of faculty and of outcomes, the effects of online education on the higher education market, and the ways in which the productivity of different institutions responds to market forces. The analyses recognize five key challenges to assessing productivity in higher education: the potential for multiple student outcomes in terms of skills, earnings, invention, and employment; the fact that colleges and universities are “multiproduct” firms that conduct varied activities across many domains; the fact that students select which school to attend based in part on their aptitude; the difficulty of attributing outcomes to individual institutions when students attend more than one; and the possibility that some of the benefits of higher education may arise from the system as a whole rather than from a single institution. The findings and the approaches illustrated can facilitate decision-making processes in higher education.

Book excerpt: There are over 20 million young people of color in the United States whose representation in STEM education pathways and in the STEM workforce is still far below their numbers in the general population. Their participation could help re-establish the United States' preeminence in STEM innovation and productivity, while also increasing the number of well-educated STEM workers. There are nearly 700 minority-serving institutions (MSIs) that provide pathways to STEM educational success and workforce readiness for millions of students of colorâ€"and do so in a mission-driven and intentional manner. They vary substantially in their origins, missions, student demographics, and levels of institutional selectivity. But in general, their service to the nation provides a gateway to higher education and the workforce, particularly for underrepresented students of color and those from low-income and first-generation to college backgrounds. The challenge for the nation is how to capitalize on the unique strengths and attributes of these institutions and to equip them with the resources, exceptional faculty talent, and vital infrastructure needed to educate and train an increasingly critical portion of current and future generations of scientists, engineers, and health professionals. Minority Serving Institutions examines the nation's MSIs and identifies promising programs and effective strategies that have the highest potential return on investment for the nation by increasing the quantity and quality MSI STEM graduates. This study also provides critical information and perspective about the importance of MSIs to other stakeholders in the nation's system of higher education and the organizations that support them.
