To facilitate the rebalancing of the economy it is vital the air links to Great Britain, mainland Europe and the rest of the world are robust. The Committee identified in this report several hurdles to overcome. Air Passenger Duty (APD)-despite the APD on direct long-haul flights being reduced to zero, this does not assist the 98.5 per cent of passengers who travel from NI airports on short haul flights. Ways to reduce or, preferably, abolish APD on all flights into NI from GB and on all direct flights from Northern Ireland to any destination should be explored.Connectivity-air links to hub airports, particularly Heathrow, must be, at least, maintained at the current level, and further routes should be actively sought. Airports Commission review-the review is being carried out by the Airports Commission into options to maintain the UK's status as an international hub for aviation. As this report is not due until 2015 and the delay as to the future airport configuration and capacity in the South East of England is causing concern among the business community in Northern Ireland. The Committee urged the Government to expedite the review and its decision, as soon as possible given its importance to Northern Ireland's international connectivity. Internal access to Northern Ireland's airports-road and rail links to all three of NI'sairports must be improved. Visas-there should be introduced between the UK and Irish Government, a shared visit visa for the UK and the Republic of Ireland, as the current cost of two visas deters both business and leisure travellers from visiting both jurisdictions on a single visit.

Book excerpt: In the wake of the Good Friday Agreement, the redevelopment of the former Girdwood Army Barracks in North Belfast was hailed as a ‘symbol of hope’ for Northern Ireland. It was a major investment in a former conflict zone and an internationally significant peacebuilding project. Instead of adhering to the tenets of the Agreement, sectarianism dominated the regeneration agenda. Throughout the process, politicians, community groups and paramilitaries wrangled over the site’s future, and territorial contest won out over housing need. After eleven years of negotiation and £11.7 million, the EU-funded Girdwood Community Hub opened its doors to the public in 2016, but its impact has been underwhelming. The Hub’s redevelopment is a microcosm of the peace process itself, and the ways in which post-Agreement politics have failed to deliver a ‘shared future’ for the people of Northern Ireland, twenty-five years on. This ethnography provides a lively account of Girdwood’s redevelopment and a wry critique of the fractious political context around it. Through flânerie and encounter, the author brings us across peace walls, into community meetings and behind the scenes of decision-making in Northern Ireland. Girdwood’s story also sheds light on how power, politics and territory intersect in divided cities globally.

Book excerpt: The Joint Committee on Human Rights examined the implementation of the UN International Covenant on Economic, Social and Cultural Rights in the UK. Domestic legislation protects many of the economic, social and cultural rights, with the Covenant itself having little impact in UK domestic law. The Committee believes that there is scope for incorporating further protection of rights in the UK, by enshrining some of the guarantees contained in the Covenant. Further, that for the Covenant rights to be effective, they should be part of a framework for government policy development, and that Government along with the Commission for Equality and Human Rights should develop ways of measuring the progress of these rights. The Committee also recommends, that explanatory notes to Bills, should include discussion of the Bills compatibility with Covenant rights, which is a way of enhancing the scrutiny of proposed Government legislation. Furthermore, the Committee recommends the introduction of an Equality Bill, to address the concerns of discrimination faced by ethnic minorities and persons with disabilities in employment, housing and education.
