This book shows that it is possible to combine critical junctures and political stability, responsiveness and responsibility, through the study of one of the most intriguing cases in Southern Europe in the last decades. Portugal joined the European Union (EU) in 1986, but the enduring legacies of the country’s transition process from authoritarianism to democracy became apparent during the European sovereign debt crisis, when Portugal experienced its third bailout since the institutionalization of democratic government. Although the first decade after EU accession was one of slight growth and investment, Portugal’s economy has, in effect, been performing poorly since the beginning of the 21st century. Among the major changes in Portuga - as in much of Southern Europe - as a result of the ‘great recession’, was the emergence of important new actors, including populist parties, new social movements and the polarization of attitudes toward the EU. In some of these areas, the phrase ‘with the exception of Portugal’ was always present. This book explores the factors that might explain why this is no longer the case, presenting a global overview, with an interdisciplinary focus, of the processes of economic, social and political changes in Portuguese democracy since the 2008 economic crisis. The volume is accessible to a broad academic audience, with chapters examining economic, political, social and foreign policy issues, for scholars interested in an analysis of Portugal’s emergence from the economic crisis.

Surprisingly, most of the analyses that study these developments give little attention to the role of political parties in the decline of democracy although there is a broad consensus about the relevance of political parties for the functioning of democracy. How parties can contribute to democracy is best understood by looking at a very diverse range of cases in different parts of the world. Instead of taking a regional approach which dominates the literature on political parties, this volume takes a global perspective. It brings together experts from four continents, which opens up fresh comparative perspectives on the role of political parties in the democratic process. Political Parties and the Crisis of Democracy asks how parties contribute to the consolidation of democracy, why they fail today, why new parties emerge and displace old parties, and also what parties need to do in order to survive cutthroat competition, above all with a new (and sometimes not so new) variants of populist parties. It takes a unique global focus, covering old and new democracies in different regions of the world. It covers Western and Central Europe, Asia-Pacific, Latin America and Africa, Turkey and Israel, including presidential, semi-presidential, and parliamentary democracies and also some countries where democracy is seriously threatened or eroding. Spain is a country that provides a rich context for the exploration of identity-based polarisation. The analysis spans particularly politically relevant times in Spain during which identities were highly politicised, providing important lessons for the comparative standpoint. A series of different individual-level measures of likes and dislikes towards different social-groups, including partisan supporters, national and subnational identifiers and other social groups are provided in the survey, allowing the authors to observe the social identities behind the growing levels of individual affective polarisation. Contributions in this volume examine the time trends of affective polarisation over this period of intense political instability and crisis and evaluate the potential factors that might explain its dynamics. As a concept, welfare regime emphasizes both stability over change and divergence between country clusters over convergence. Studying on concrete policy instruments rather than spending patterns and focusing on policies introduced to protect workers against the risk of unemployment and the loss of income, this chapter explores potential patterns of commonality and difference in the social policy responses to the COVID-19 pandemic in four distinct welfare regimes: the Bismarckian, the Nordic, the liberal, and the Southern European regimes. To add focus to our comparison, we focus on policies introduced to protect workers against the risk of unemployment or the loss of income as result of non-pharmaceutical interventions (lockdowns, school closures, etc.) to contain the spread of the virus. The emphasis of the analysis is on concrete policy instruments that have been expanded or even created to address the COVID-19 crisis with regard to employment and unemployment. The first three debt waves ended with financial crises in many emerging market and developing economies. During the current wave, which started in 2010, the increase in debt in these economies has already been larger, faster, and broader-based than in the previous three waves. Current low interest rates mitigate some of the risks associated with high debt. However, emerging market and developing economies are also confronted by weak growth prospects, mounting vulnerabilities, and elevated global risks. A menu of policy options is available to reduce the likelihood that the current debt wave will end in crisis and, if crises do take place, will alleviate their impact.

In this book we argue that to understand how EU accountability works, it is necessary to focus instead on national elections and the national political environment. Through a detailed, multimethod analysis this book establishes rigorously the paths of European accountability at the national level, its propitious contexts in the media and parliamentary debates, and whether the paths are similar from Greece to Germany. The findings have implications for both national and European Union democracy, underlining the importance that national institutions have in enabling citizens to hold the EU accountable.

This is the first complete dataset of sovereign restructuring cases, covering the six decades from 1950–2010; it includes 186 debt exchanges with foreign banks and bondholders, and 447 bilateral debt agreements with the Paris Club. We present new stylized facts on the outcome and process of debt restructurings, including on the size of haircuts, creditor participation, and legal aspects. In addition, the paper summarizes the relevant empirical literature, analyzes recent restructuring episodes, and discusses ongoing debates on crisis resolution mechanisms, credit default swaps, and the role of collective action clauses.

Through a wide and rich data collection and the comparative perspective adopted, this study furthers our understanding of how Portuguese democracy has bounced back and has emerged as a peculiar case among European democracies, especially if we look at innovate democratic practices - at both citizens’ and elites’ level – that have been adopted after the Great Recession.
