However, there has been relatively little discussion about the nature of 'community power' within regeneration partnerships. Adopting an ethnographic approach in the study of community participation and power and the significance of 'race' in three ethnically diverse neighbourhoods in London, this book highlights that there has been a 'pluralistic turn' in British urban regeneration policy. Local communities, often portrayed as the least powerful partner within partnerships, are shown to use various strategies to influence decision-making, thus giving rise to a new typology of pluralism - 'pragmatic'; 'hyper-' and 'paternalistic'. Furthermore, the significance of 'race' (and racism) within community forums and regeneration partnerships is challenged. The playful use of the term (In) Significance in the title is linked to the argument that, although racism exists, 'race' does not always matter.

The conservation of the historic urban environment poses specific and urgent challenges that require a multidisciplinary approach in which conservation actions are embedded within economic, social, and environmental development strategies. Increasingly, the private and third sectors are playing a pivotal role in these processes. Public-private partnerships (PPPs) are contractual arrangements in which the private and/or third sector assists in delivering a public facility or service by providing funding or operating leadership. The third sector, which may include heritage-related NGOs, as well as people living near a heritage site, is of particular relevance to PPPs used for heritage conservation. This publication focuses specifically on the use of PPPs for historic buildings and historic urban areas, and is targeted to those working in the cultural heritage sector. It draws on existing literature, which it aims to make more accessible to those interested in cultural heritage conservation. While providing information on the basic concepts of public-private partnerships and the roles and responsibilities of the partners in a PPP, this is not a guide to the use of PPPs. It discusses the types of PPPs that have been used to conserve historic buildings and historic urban areas, provides specific examples of where and how they have been used, and demonstrates ways in which PPP mechanisms have met conservation goals. This publication also makes some limited observations on the aims of PPPs drawn from the literature, from published case studies, and from a few further case study investigations. This publication draws on English-language works produced between 1992 and 2012, but concentrates on the more recent literature. Much of this material is from the Australia, the United Kingdom, and other European nations that have been the most active in conducting PPPs for heritage resources and in publishing information about these projects. This overview includes an extensive bibliography and provides some suggestions of topics for further research.

Mixed-use, brownfield projects, transit-oriented development, urban regeneration: all these projects require partnerships of a sort. This thesis reviews definitions of partnership and outlines benefits and shortcomings. In addition, managerial tools, group work processes, and leadership strategies are discussed with a view to understanding what the most effective approaches are to working in partnership. Managing consensus across organization boundaries and over long project durations is difficult. Indeed, it is arguably an amplification of dealing with the internal workings of a multi-disciplinary company. Approaches differ from building collaborative cultures, focusing on formal structures, and strengthening social and political networks. In reality, all three are always at play. However, circumstances, culture, and personal leadership preferences, will contribute to why one strategy might dominate in a given situation. The thesis finds that partnership in urban development is a reality which no sector has the luxury of avoiding. However, it may be possible to increase the scope and benefits of partnership, particularly in the making of great urban places. To do so will involve rethinking this mode of working to extend the breadth of activities. It will involve a broader range of partners representing a greater variety of interests and bringing wider capabilities. Inevitably, this will add further complexity. In order to assist leaders and managers in the middle of such contexts, a managerial framework has been developed. It is both a diagnostic and strategic tool to deal with the integration challenges, political and cultural dynamics of partnership situations.
