If the majority of U.S. citizens lack a higher education, can the U.S. live up to its democratic principles and preserve its political institutions? These questions raise the critical issue of access to higher education, central to which are America’s open-access, low-cost community colleges that enroll around half of all first-time freshmen in the U.S. Can these institutions bridge the gap, and how might they do so? The answer is complicated by multiple missions—gateways to 4-year colleges, providers of occupational education, community services, and workforce development, as well as of basic skills instruction and remediation.To enable today’s administrators and policy makers to understand and contextualize the complexity of the present, this history describes and analyzes the ideological, social, and political motives that led to the creation of community colleges, and that have shaped their subsequent development. Thus, community colleges were born of contradictions, and continue to be an enigma. This history examines the institutionalization process of the community college in the United States, casting light on how this educational institution was formed, for what purposes, and how has it evolved. It uncovers the historically conditioned rules, procedures, rituals, and ideas that ordered and defined the particular educational structure of these colleges; and focuses on the individuals, organizations, ideas, and the larger political economy that contributed to defining the community college’s educational missions, and have enabled or constrained this institution from enacting those missions. He also sets the history in the context of the contemporary debates about access and effectiveness, and traces how these colleges have responded to calls for accountability from the 1970s to the present.Community colleges hold immense promise if they can overcome their historical legacy and be re-institutionalized with unified missions, clear goals of educational success, and adequate financial resources. This book presents the history in all its complexity so that policy makers and practitioners might better understand the constraints of the past in an effort to realize the possibilities of the future.

Book excerpt: There is a significant omission in the literature concerning the historical origins of the community college and the social and educational forces that have shaped its mission. Rigorous historical studies are relatively rare in higher education. For community colleges, analytical histories are even less common (Ratcliff, 1987; Frye, 1991, 1992). This study is a multidisciplinary historical analysis of the national junior-community college mission debate in the twentieth century. It combines fresh historical research with organization theory and consensus social movement theory to clarify and contextualize the community college mission and organizational behavior. The study explains the mission as an historically contingent social and educational process driven by a complex interaction of environmental pressures, institutional structure, organizational culture, and community and student demands.

Such research would be a valuable contribution to the general body of scholarly literature and the study of the mission of colleges and universities, tribal colleges, and American Indian Higher Education in particular. This qualitative case study focuses on the evolution of the mission and purpose of the first tribal college in the United States. Established in 1968, Navajo Community College, since renamed Diné College, is located on the largest Federal Indian reservation in the United States. The college received its first accreditation in 1972, followed by eight successive re-accreditations. This research is guided by a primary research question: How did the mission of Diné College evolve throughout its forty-year history between 1968 and 2008, and what role did the College's leadership play in shaping and attempting to realize this mission? The findings of this study are presented in a rich descriptive narrative for readers to experience through the lens of the researcher the challenges and triumphs of the evolution of the tribal college as told by its founders and leaders of the tribal college. Their stories reveal the challenges and crises the college leaders overcame in shaping and attempting to realize its mission and purpose. The College is based on a unique tribal philosophy and worldview coupled with Western education, seeking to stay true to its mission while continuing to meet the growing need to expand its educational programs and services to build a skilled and professional workforce for a developing tribal nation. This study is the first that focuses on the evolution of the mission of a single tribal college as it seeks to become an accredited and eminent higher learning institution for its tribal nation for future generations.
