Book excerpt: November 1998 Secure property rights to land and well-functioning land rental and sales markets are essential for creating investment incentives, improving the allocation of land, and developing financial markets. Yet regulatory restrictions on land rental and sales and regulatory frameworks providing inadequate tenure security are common. This paper looks at the impact of imperfections in other factor markets and the costs and benefits of government intervention to improve the security of property rights and the functioning of land markets and draws conclusions about land policy issues. In agrarian societies land serves as the main means not only for generating a livelihood but often also for accumulating wealth and transferring it between generations. How land rights are assigned therefore determines households' ability to generate subsistence and income, their social and economic status (and in many cases their collective identity), their incentive to exert nonobservable effort and make investments, and often their ability to access financial markets or to make arrangements for smoothing consumption and income. With imperfections in other markets, the institutions governing the allocation of land rights and the functioning of land markets will have implications for overall efficiency as well as equity. The authors examine how property rights in land evolve from a situation of land abundance. They discuss factors affecting the costs and benefits of individual land rights and highlight the implications of tenure security for investment incentives. They also review factors affecting participation in land sales and rental markets, particularly the characteristics of the agricultural production process, labor supervision cost, credit access, the risk characteristics of an individual's asset portfolio, and the transaction costs associated with market participation. These factors will affect land sales and rental markets differently. Removing obstacles to the smooth functioning of land rental markets and taking measures to enhance potential tenants' endowments and bargaining power can significantly increase both the welfare of the poor and the overall efficiency of resource allocation. Drawing on their conceptual discussion, the authors draw policy conclusions about the transition from communal to individual and more formal land rights, steps that might be taken to improve the functioning of land sales and rental markets, and the scope for redistributive land reform. Institutions that fail to respond to shifting socio-economic opportunities are thus forced to make new arrangements. The enigma is posed by developments on the ground. Why would the removal of authoritarian institutions during the Arab Spring or Iraq War not increase market efficiency but rather cause the reverse, while China and India, despite persisting insecure, informal and common institutions, featured sustained growth? This collection posits that understanding these paradoxes requires a refocusing from form to function, detached from normative assumptions about institutional appearance. In so doing, three things are accomplished. First, starting from case studies on land, it is ascertained that the argument can be meaningfully extended to labour, capital and beyond. Second, the argument validates the ‘Credibility Thesis’ – that is, once institutions persist, they fulfil a function. Third, the collection studies ‘development, broadly construed’, by including the modes of production and beyond, the rural and urban, the developed and developing. This is why it reviews property rights from China and India, to Turkey, Mexico and Malaysia, covering issues such as customary rights and privatization, mining and pastoralism, dam-building and irrigation, but also state-owned banks, trade unions and notaries. This book was originally published as a special issue of The Journal of Peasant Studies.

Book excerpt: Since the 1960s, Southeast Asia's agricultural sector has experienced phenomenal growth, with increases in production linked to an energy-intensive capitalization of agriculture and the rapid development of agrifood systems and agribusiness. Agricultural intensification and territorial expansion have been key to this process, with expansion of areas under cultivation playing an unusually important role in the transformation of the countryside and livelihoods of its inhabitants. Borneo, with vast tracts of land not yet under crops, has been the epicenter of this expansion process, with rubber and oil palm acting as the spearhead. Indonesia's Kalimantan provinces and the Malaysian states of Sabah and Sarawak have all undergone major changes but the time frames have varied, as have the crops involved. Agricultural expansion in Borneo is both an economic and a political process, and it has brought about profound socio-economic transformations, including deforestation, and development of communication networks. There has also been rapid population growth, much faster than in either Indonesia or Malaysia as a whole, with attendant pressures on employment, housing and social services. Until the end of the 20th century, agricultural expansion in Indonesia and Malaysia was largely state driven, with the goal of poverty reduction. Subsequently, as in Borneo, boom crop expansion has been taken over by private corporations that are driven by profit maximization rather than poverty reduction.

The authors draw on various disciplinary traditions and theoretical frames to explore different ways of conceptualising spatial planning and the challenges it faces. Through problematising planning itself, the values which underpin planning and theory-practice relations, contributions make visible the limits of established planning theories and illustrate how, by thinking about new issues, or about issues in new ways, spatial planning might be advanced both theoretically and practically.
