It is perhaps the most comprehensive history to date of the Rawlings era, the establishment of the Fourth Republic, and the formation of the National Democratic Congress (NDC). The NDC came to eclipse the Convention Peoples Party (CPP) as the rival of the DanquahBusia tradition manifested in the United Gold Coast Convention (UGCC), the countrys oldest national political movement originally formed to pioneer the independence struggle but later eclipsed by the breakaway CPP. The UGCC has undergone several transformations since and today is represented by the New Patriotic Party (NPP). The book well documents the challenges facing independent Ghana, including those related to the growth of democracy nationwide and within political parties. The African liberation struggle, the drama of the Congo crisis of the 1960s, and the Liberian crisis of the 1990s are graphically re-enacted to highlight Ghanas significant role in the events. It is perhaps the best account of the sacrifices Ghana and other ECOWAS countries, particularly Nigeria, made in returning peace to Liberia after a bitter civil war through the successful peacekeeping and peace-enforcement efforts of ECOWAS Monitoring Group (ECOMOG). The book sheds light on Dr. Obed Yao Asamoahs evolution into a politician of no mean achievement during the creation of the Fourth Republic and as the longest serving Foreign Minister and Attorney-General and Minister of Justice Ghana has ever known, offices he held simultaneously between 1993 and 1997.

At its most ambitious, 'political settlements analysis' (PSA) promises to explain why conflicts occur and states collapse, the conditions for their successful rehabilitation, different developmental pathways from peace, and how to better fit development policy to country context. Yet not all is well in the world of PSA. Rival definitions of the term abound, there are disagreements about its scope and the way it should be used, a growing schism between conflict specialists and economists, basic concepts are ambiguous and little progress has been made on measurement. Political Settlements and Development consequently has three main aims: to argue for a revised definition of a political settlement, capable of unifying its diverse strands, and opening new opportunities for the analysis of conflict and development; to put the concept on a more solid theoretical and scientific footing, providing a method for measuring and categorising political settlements, while using new data to analyse the relationship between political settlements and development; and finally, to examine the implications for policymakers. If an institutionalized and strong opposition party – even when too weak to take power – challenges the dominant government party, the quality of democracy improves substantially. The comparative study demonstrates that competitive opposition parties in dominant party systems are rooted in the historical legacy of political cleavages related to de-colonization that precede the third wave of democratization of the 1990s and have survived the instability of post-independence political developments to the present day. The study covers 19 African countries and 55 elections overall, including four in-depth case studies of Botswana, Lesotho, Ghana and Mali. It offers scholars and practitioners of electoral democracies and competitive authoritarian regimes a novel view on the role of party systems in processes of democratization. It makes an important contribution to the general literature on state building intertwined with democratization and representation in old and new democracies.
