Book excerpt: Excerpt from The Evaluation and Improvement of School Buildings, Grounds and Equipment Although school plants have been roughly evaluated ever since they were first constructed, it is only within the last few years that this evaluation has approached Objectivity. During the last decade a number Of score cards by which school plants and their equipment may be rated have been devised. Each of these is composed Of a num ber Of items, most Of which apply to building plans as well as to buildings already in existence. In addition to the list Of items, several cards provide, either as an integral or as an accompanying part Of the scale, more or less detailed suggestions both as to the accepted standards and the most common deviations below these standards. Thus a superintendent or anyone may use these scales not only for actually rating a school plant or proposed plans but also for improv ing faults in an existing plant. It is true that these scales yield more reliable ratings when used by experts but they in general are simple enough and are accompanied by such directions that they can be used with profit by a school administrator who is willing to devote a little time to their study. In order to secure reliable ratings for buildings it is recommended that at least two, or better three, persons do the scoring and that their scores be averaged. Book excerpt: Excerpt from School Architecture: Or Contributions to the Improvement of School-Houses in the United States At the National Convention of the Friends of Public Education, held in Philadelphia, on the 17th, 18th, and 19th of October, 1849, and of which Hon. Horace Mann was President, Prof. James Henry, Secretary of the Smithsonian Institution in Washington City, Hon. Elisha R. Potter, Commissioner of Public Schools of Rhode Island, and Greer B. Duncan, Esq. of New Orleans, were appointed a Committee to report to the next Convention on the subject of School Architecture, including the location, size, ventilation, warming, and furniture of buildings intended for educational purposes. At the second Convention held in Philadelphia, on the 23rd, 24th, and 25th of August, 1850, and of which Rev. Dr. Nott, of Union College, was President, the following Report, prepared by Mr. Potter, of Rhode Island, was submitted by Prof. Henry, with some introductory remarks on the general subject of American Architecture. The Report was ordered to be printed with the Proceedings of the Convention. Report. The subject of School Architecture has not, till within a comparatively recent period, received that attention from the public generally, or from practical educators in particular, which its important bearings, direct and indirect, on the health, manners, morals, and intellectual progress of children, and on the health and success of the teacher, both in government and instruction, demand. The earliest publication on the subject in this country, which has met the notice of the Committee, maybe found in the School Magazine, No. 1, published as an Appendage to the Journal of Education, in April, 1829. In 1830, Mr. W. J. Adams, of New York, delivered a lecture before the American Institute of Instruction, "on School houses and School Apparatus," which was published in the first volume of the transactions of that association. Stimulated by that lecture, the Directors of the Institute in the following year offered a premium of twenty dollars for the best "Essay on the Construction of School-houses." The premium was awarded by a committee of the Institute to the Essay by Dr. William A. Alcott, of Hartford, Conn., now residing in West Newton, Mass. This "Prize Essay" was published in the second annual volume of lectures before the Institute, as well as in a pamphlet, and was widely circulated and read all over the country. Book excerpt: I personally learned to know Ralph Tyler rather late in his career when, in the 1960s, I spent a year as a Fellow at the Center for Advanced Study in the Behavioral Sciences at Stanford. His term of office as Director of the Center was then approaching its end. This would seem to disqualify me thoroughly from preparing a Foreword to this "Classic Works. " Many of his colleagues and, not least, of his students at his dear Alma Mater, the University of Chicago, are certainly better prepared than I to put his role in American education in proper perspective. The reason for inviting me is, I assume, to bring out the influence that Tyler has had on the international educational scene. I am writing this Foreword on a personal note. Ralph Tyler's accomplishments in his roles as a scholar, policy maker, educational leader, and statesman have been amply put on record in this book, not least in the editors' Preface. My reflections are those of an observer from abroad but who, over the last 25 years, has been close enough to overcome the aloofness of the foreigner. Tyler has over many years been criss-crossing the North American con tinent generously giving advice to agencies at the federal, state, and local levels, lecturing, and serving on many committees and task forces that have been instrumental in shaping American education.

From the stage of presidential debates to tonight's dinner table, it is an issue that most Americans are deeply concerned about. While there are many strategies for improving the educational process, we need a way to find out what works and what doesn't work as well. Educational assessment seeks to determine just how well students are learning and is an integral part of our quest for improved education. The nation is pinning greater expectations on educational assessment than ever before. We look to these assessment tools when documenting whether students and institutions are truly meeting education goals. But we must stop and ask a crucial question: What kind of assessment is most effective? At a time when traditional testing is subject to increasing criticism, research suggests that new, exciting approaches to assessment may be on the horizon. Advances in the sciences of how people learn and how to measure such learning offer the hope of developing new kinds of assessments-assessments that help students succeed in school by making as clear as possible the nature of their accomplishments and the progress of their learning. Knowing What Students Know essentially explains how expanding knowledge in the scientific fields of human learning and educational measurement can form the foundations of an improved approach to assessment. These advances suggest ways that the targets of assessment-what students know and how well they know it-as well as the methods used to make inferences about student learning can be made more valid and instructionally useful. Principles for designing and using these new kinds of assessments are presented, and examples are used to illustrate the principles. Implications for policy, practice, and research are also explored. With the promise of a productive research-based approach to assessment of student learning, Knowing What Students Know will be important to education administrators, assessment designers, teachers and teacher educators, and education advocates.

A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.
