Book excerpt: Europeanization has become a major theme within European studies in recent years, emphasizing the domestic effects of the EU on its member and applicant states. At the same time, multilevel governance has emerged as an important concept, highlighting shifts both in horizontal relations between state and society and in vertical links between actors at different territorial levels. In this state-of-the-art study, Ian Bache traces the relationship between these two key elements, considering the extent to which Europeanization advances multilevel governance within member states through the requirements of EU cohesion policy. Bache focuses especially on Britain, a member state whose political system has been increasingly characterized by multilevel governance since it became an EU member. Comparing Britain's case to that of ten other member states, the author distinguishes between the EU's effects in simple polities--in which voice, influence, and power are diffused through multiple levels and modes of governance--and in compound polities, where voice, influence, and power are more concentrated. Bringing together the conceptual tools of multilevel governance and policy networks and developing a framework for using these tools together in future research, this clearly written study will be valuable for scholars and students of EU and British politics.

Book excerpt: The high level Douro seminars are now a well-established tradition in the annual activities promoted by Hedda, a European consortium of nine centres and ins- tutes devoted to research on higher education, and CIPES, its Portuguese associated centre. At the seminars, each member of a small group of invited researchers presents and discusses an original research-based paper that is revised afterwards taking into account the comments of the participating colleagues. The revised papers form the basis for the annual thematic book published by Springer in the book series called Higher Education Dynamics (HEDY). Paying tribute to the regularity of the seminars, it was decided that the volumes originating from the initiative would be collected in a ‘series in the series’ called the Douro Series. Previous seminars were dedicated to in-depth analyses of different aspects of higher education systems and institutions, including institutional governance, the emergence of managerialism, markets as instruments of public policy, cost-sharing and accessibility of students to higher education and developments in quality assurance. The present volume aims at analysing the change process which the European university is undergoing as a consequence of European integration efforts. In the case of higher education, these have materialised, amongst other things, in the - plementation of the Bologna process, while the Lisbon summit also has important consequences for the university. In March 2000, the Lisbon European Council set the goal for the EU to become the most competitive and dynamic knowledge-based society in the world by 2010.

It offers important insights into three areas. First, it explores how constitutions reflect the transfer of powers from domestic to European and global institutions. Secondly, it revisits substantive constitutional values, such as the protection of constitutional rights, the rule of law, democratic participation and constitutional review, along with constitutional court judgments that tackle the protection of these rights and values in the transnational context, e.g. with regard to the Data Retention Directive, the European Arrest Warrant, the ESM Treaty, and EU and IMF austerity measures. The responsiveness of the ECJ regarding the above rights and values, along with the standard of protection, is also assessed. Thirdly, challenges in the context of global governance in relation to judicial review, democratic control and accountability are examined. On a broader level, the contributors were also invited to reflect on what has increasingly been described as the erosion or ‘twilight’ of constitutionalism, or a shift to a thin version of the rule of law, democracy and judicial review in the context of Europeanisation and globalisation processes. The national reports are complemented by a separately published comparative study, which identifies a number of broader trends and challenges that are shared across several Member States and warrant wider discussion. This innovative book integrates top-down approaches for the study of relationships within the developing EU-multilevel system (i.e., the consequences of Europeanization for civil society at the local level) and bottom-up approaches (i.e., the consequences of civil society for the process of European integration and democracy in the EU). The contributors argue that exploration of these recursive linkages requires a rethinking of the relationships between (local, national, and trans-national) civil society on the one hand, and multi-level governance on the other. In analyzing the opportunities for civil society associations to contribute to European integration and decision-making from various perspectives, the following findings are presented, amongst others: engagement with and confidence in the EU (compared to national institutions) is relatively weak among associational members party elites play a key gatekeeper role in the European space the EU and interest groups have had limited success in stimulating the development of citizen engagement, civil society and social capital in various countries.
