Problems vary from water scarcity and a degrading water quality, to floods and a rising sea level due to climate change. The European Union adopted a Water Framework Directive to improve the sustainability of water management in its member states. Water management should be coordinated at the level of river basins as a whole. Interests of various user groups should be better represented. River basin visions should take into account the impact of all human activities on the status of the resource. Water legislation needs streamlining and more focus on its implementation. The European Union advocates regulating water prices by charging the costs of water services on the basis of full cost recovery and the polluter pays principle. This book examines the development of water management in the Netherlands, Belgium, France, Spain, Italy and Switzerland. It is based on the European research project EUWARENESS. The authors apply a theoretical framework for the analysis of institutional regimes, water governance and property rights. The evolution of national water resource regimes is described over a period of almost 200 years (1800-2000). The long-term perspective enables the reader to see the conditions under which regime transformation and paradigm change are made possible. The book also includes a critical analysis of policy making by the European Union, and a comparative review and analysis of regime development in the six countries involved. This book is followed by another volume published with Kluwer Academic Publishers on "Integrated Governance and Water Basin Management", edited by Hans Bressers and Stefan Kuks.

There needs to be a movement from large, central infrastructure resources to distributed systems that are more appropriate to local needs and can be coupled with environmentally sustainable energy sources and practices. Small and large-scale consumers alike demand greater insight into how drinking water tariffs are structured and into the level of service. Public and private shareholders require guarantees on water supply at a reasonable price, with the requisite quality (both of service and product) and reliability together with careful eco-management. Developing sound policies requires information on key industry issues such as water resources, public health, water services, the environment and the cost of providing the level of the service demanded by customers and regulators. Similarly, informed decision-making on issues of ownership, industry structure, competition policy and effective regulation requires accurate analysis of performance across the industry throughout the world. In many sectors of industry Performance Indicators and Benchmarking exercises are widely used as suitable management tools for gaining and maintaining continuous improvement and competitive advantage. Addressing the need to promote best practice principles as part of the advocacy for the advancement of water and sanitation services is currently one of the major governance issues that IWA is challenged to tackle. The objective is to develop generally accepted procedures and methodologies able to provide decision makers with an overall perception of the utility performance as a sound basis for making strategic choices. This requires the definition of a reference framework for Performance Indicators and Benchmarking methodologies, as well as adequate models of aggregation that fit the basic needs of the key types of user. The Task Force on Performance Indicators (operating within the IWA Operation and Management Specialist Group) and the Task Force on Benchmarking (operating within the IWA Statistics and Economics Specialist Group) were set up with the remit to develop the definition of such a common language. The Task Force on Benchmarking carried out a survey among the countries represented inside the Statistics and Economics Specialist Group with the aim of designing a framework of the various national approaches to Benchmarking in terms of: The type, degree evolution and main adopted concepts of Benchmarking Development of the above concepts in focusing Benchmark objectives The survey indicated that, in the main, initiatives of Process Benchmarking are voluntary and non-systematic. It is evident that many water utilities are on what the European Foundation for Quality Management calls the "start-up" level in terms of Business excellence (or continuous improvement) and are keen to find best practices to compare with. The Task Force on Benchmarking moved to the second step, borrowing the European Commission's DG III recommendation that identify benchmarking as an important tool to improve competitiveness of small and medium sized enterprises in Europe according to the methodologies developed and applied in large corporations. With the objective of developing a generally accepted concept and a methodology with wide applicability, deeper analyses were then made of Process Benchmarking procedures adopted in the Nordic countries and in The Netherlands. As a result this Manual aims to present well-devised guidelines for establishing a management tool based on the use of Process Benchmarking methodologies that will allow future systematic and rigorous performance comparisons to be made within the water industry. Book excerpt: Taking over 10 years to develop, the new EU Water Framework Directive is the most significant legal instrument in the water field to emerge from Brussels for some time and will have a profound effect on how water is managed in Europe over the next 25 years. The book outlines its basic features. It explains how the current approach to water management will have to change in order that European Member states and those countries currently in accession negotiations can meet the requirements of the directive, describing a number of examples of current practices as possible systems which could be used in the new approach. The concept of river basin management is outlined, and the potential institutional problems associated with implementing such a system are discussed including the problems associated with cross-border river basins, a common situation in Europe. Examples of existing river basin authorities and international collaboration are given as possible models. The directive requires the establishment of programmes of measures to improve water status. Some countries already use such a concept, and examples are quoted. As a result of its implementation, the directive aims to achieve good water status in all natural surface waters and groundwater in 15 years. For surface waters, the definition of 'good' is based on a new concept of 'ecological quality' taking into account biology, chemistry and their physical features. For groundwater, it includes quantitative status. The approach taken is an integrated one which has to consider all the naturally occurring and human factors which affect the waters. The difficulties of interpretation of the new concept of 'ecological water status' are discussed and some of the examples of current biological and chemical classification schemes that are used in Europe are examined. The directive also alters the way in which pollution is to be controlled - the 'combined' approach. This concept is explained. The EU Water Framework Directive: An Introduction is an invaluable source of guidance on the implementation of the Water Framework Directive for all those concerned with water management including water quality planners and scientists, pollution control and environmental staff in the water and wastewater industries and environmental regulators who all have to adapt to the new approach to their work.
