The causes run deep and require a strategic response from the European Union and from the main trading nations. The future of the system hinges on the answer to three questions, and the scenarios associated with them: • Can the World Trade Organisation be reformed? • Is the United States' scepticism about the system a new normal? • Can China undertake reforms that would make its system more compatible with the WTO? The possible outcomes for the global trading system could be good or bad, depending on how each of these issues is resolved. Under a good set of scenarios, the EU should persist on its current course with some significant adjustments. We call this Plan A, which would aim to preserve the multilateral trading system. Under a bad set of scenarios, the EU will have to contend with a possible break-up of the multilateral trading system, requiring the formulation of a Plan B. The EU needs today to put in place its Plan B, not only to prepare for a far less favourable trading environment, but also to clarify the trade-offs implicit under Plan A. All major trading nations must recognise that the alternative to making compromises is not the status quo, but something much worse.

Contrary to what would be expected, we find that the EU's neoliberal trade paradigm, as frankly presented in the 2006 Global Europe strategy, has not been delegitimized. The neoliberal (dis- )course has even been reinforced. First, we theorize on the conditions for paradigmatic change and the importance of framing in the delegitimization phase. Second, we analyze the Commission's framing of the crisis, amounting to (i) a downplaying of the nature of the crisis to a crisis in the financial subsystem of global capitalism; (ii) an emphasis on the danger of protectionism that would worsen the crisis and lead to a 1930s "Great Depression" scenario; and (iii) advocation for further trade liberalization as a contribution to European and global recovery. Third, we show that this has been translated in practice such as through the limited use of anti-dumping measures and ever more ambitious trade agreements as with Korea. Finally, we explain why the crisis has not led to a delegitimization of the existing trade paradigm, pointing to the absence of a workable alternative paradigm, the role of European social democratic parties and the labour movement, and the interests of transnational business.

The immediate problem was the knock-on effects of the crisis on each country’s public finances. Bank bail-outs imposed a massive increase in sovereign debt on member states, while the economic recession unavoidably led to ballooning budget deficits via the usual mechanisms of reduced taxes and increased welfare spending. Subsequently, the Eurozone sovereign debt crisis exposed the hidden weaknesses in the monetary and financial arrangements that had accompanied the launch of the Euro; the severe economic imbalance between member states, rooted in longer-term structural divergences, and the inadequate institutional mechanisms for resolving these difficulties. This book originated from an EU-funded international research network on "Systemic Risks, Financial Crises and Credit: the Roots, Dynamics and Consequences of the Sub-Prime Crisis". Contributions explore and evaluate some of the ways in which the institutions and policies of the European Union and its member states have changed in response to the problems brought about by the crisis. It especially hit Portugal, Ireland, Italy, Greece, and Spain, countries which have introduced the single currency, the euro. These eurozone countries no longer have monetary policy autonomy, so they do not have the option of devaluation to increase competitiveness. The crisis has shown that the Economic and Monetary Union (EMU) created in 1993, and which led to the single currency in 1999, is faulty. Its built-in asymmetry, with centralised monetary policy and decentralised fiscal policy, should be expected to create problems. Part of the response to the crisis so far has been incremental moves towards fiscal and banking union, which will mean a deepening of European integration at a time when many observers believed that a certain equilibrium had been reached after the entry into force of the Lisbon Treaty in 2009. This book focuses on these developments as well as analysing other economic policies that affect the general economic welfare of the EU, including agriculture, trade and immigration policies. The book puts the eurozone crisis into the wider context of deepening and widening.

Nevertheless, the crisis poses many questions about the Union’s future role in the world. Based on a complex legal order, the EU’s external relations reflect the economic power of the world’s largest single market. However, although the Union has used trade to great effect in deals with third countries, the member states still have much to do to develop effective EU foreign and defense policies. Most crucially, the Union’s global strategy depends on maintaining the current multilateral order in cooperation with other great powers. The EU’s influence as an international actor also depends on the member states’ ability to maintain their cohesion and overcome the current crisis together.
