Book excerpt: By examining a range of policy areas, this book aims to assess and qualify the claim that EU policies towards the Arab Mediterranean after the uprisings are predominantly marked by continuity with the past. This is attributed to the fact that the EU still acts with the aim of maximising its own security by preserving stability in the region. The book explores how security, stability and the link between them – the security-stability nexus – are better understood as the master frame shaping the EU’s approach towards the Southern Mediterranean and how this affects policy enactment. The book shows that the security-stability nexus has at least been reframed in the wake of the uprisings, but also that more change has occurred in the redefinition of the master frame than in its actual enactment. The framing and reframing of the security-stability nexus, before and after the Arab uprisings, depends on the policy area under consideration, the variety of actors involved, and the forms of their involvement. This is also crucially because of the different disposition towards the EU of prominent actors in Arab Mediterranean partner countries, which points towards the EU’s increasing difficulties to achieve its goals in its near abroad. Book excerpt: Resisting Europe conceptualizes the foreign policies of Europe—defined as the European Union and its member states—toward the states in its immediate southern “neighborhood” as semi-imperial attempts to turn these states into Europe’s southern buffer zone, or borderlands. In these hybrid spaces, different types of rules and practices coexist and overlap, and negotiations over meaning and implementation take place. This book examines the diverse modalities by which states in the Mediterranean Middle East and North Africa (MENA) reject, resist, challenge, modify, or entirely change European policies and preferences and provides rich empirical evidence of these contestation practices in the fields of migration and border control, banking and finance, democracy promotion, and telecommunications. It addresses the complex question of when and how MENA states capitalize on their leverage and interdependence in their relationships with Europe and contributes to a more comprehensive understanding of Europe–Middle East relations, while engaging with broader debates on power and interdependence, order, and contestation in international relations. While a contribution on the practices of resistance and contestation of MENA states vis-à-vis European policies and preferences in this geopolitically significant region was overdue, this volume leads the way for subsequent studies that seek to overcome the constraints of exceptionalism so characteristic of research of the Middle East, Europe/the European Union, and certainly of their relationship.

Affected from the start by negative fallout from the failure of Middle East peace initiatives, its inadequacies have been underlined by the popular movement for regime change in the Arab world. Leading experts provide here the first integrated analysis of the significance and shortcomings of the UfM. Beginning with critical questioning of the motives and institutional logics informing this venture, the collection proceeds to analyse its key actors, as well as major policy dossiers such as energy and development. The book explains how and why an initiative aiming to depoliticize Euro-Mediterranean relations in fact proved wide open to political discord, bringing huge disruption to UfM activity. While some aspects are found to have merit, the volume is critical of the way in which EU Mediterranean policy became driven by a narrow range of national interests, lost sight of the political objectives of the preceding Barcelona Process and became overwhelmingly bilateral in approach, at the expense of more ambitious region-building efforts. It concludes by highlighting the need to reform the EU Mediterranean policy framework in the light of the Arab uprisings of 2011. This book was published as a special issue of Mediterranean Politics.

Democracy projection is defined as the projection of (democratic) norms through the every-day practice of interactions - beyond any donor-recipient relationship - between states and foreign civil society actors on issue areas where both sides have interests to defend. The edited volume examines a variety of such issue areas, including trade, anti-corruption, applied research, gender and LGBTI, focusing on EU practices in its everyday dealings with civil society in the Southern Mediterranean. Based on comparative case studies relying on extensive interviews, direct observations and content analysis, the chapters in this book conclude that the extent to which democracy is projected varies according to four main factors: the EU’s perceived interest, its ideational commitment to norms of dialogue and inclusion, the degree of institutional inertia, and dominant discourses/structures of meanings which preclude EU engagement on substance. Transversal Democracy Projection in the Mediterranean will be of interest to students and scholars of Political Science, International Relations, and Democratisation studies. Available in PDF, EPUB and Kindle. Book excerpt: The revolts sweeping across North Africa and the Middle East in 2011 have shaken long-held truths about the region. Most strikingly, the sustainability of these regimes has proved a chimera. The events in the region and the many truths they uncovered call for a serious rethink in Western policies towards the region. The aim of this paper is to explore what such a rethink might entail for the European Union. Reviewing the European Neighbourhood Policy by revamping the benefits on offer, reconsidering the effective use of conditionality, establishing adequate monitoring mechanisms and engaging with a plethora of partners both within and beyond the region is imperative. Such a review is contingent on the recognition of a reversed hierarchy of priorities, induced by the force of historical events unfolding in the region. To reverse policy priorities is no small feat, considering the entrenched logic that has sustained Euro-Med policies so far. Nonetheless, various dynamics press for a new way of thinking. The proposals contained in this study constitute concrete steps to rethink the EU's Mediterranean policies in line with the fundamental rights and principles which the Union seeks to advance in its external action.
