Drawing on constructivist theory, the framework of the book focuses on the meeting - or 'interface' - of actors, a situation reflecting the mutual construction of self, other and situation. The analytical framework applied here to European security politics is potentially open-ended as the theoretical logic that informs the framework is general and abstract in character, and not limited to state actors in an international setting. The empirical aim of this book is to further our understanding of the EU as a security actor in a regional perspective. The book thus links International Relations scholarship with that of EU studies. By analyzing a number of different interfaces (such as with Russia, the US, and other states), we can learn more about the circumstances and preconditions and with what resources and power the EU acts in a regional security setting. Book excerpt: Abstract: The aim of this project is to understand what factors make the European Union a more effective and decisive security actor. Following the analysis of the process that led to the current Common Foreign and Security Policy and Common Security and Defence Policy (CSDP), three main arguments are proposed and supported by making reference to the missions debated, initiated and concluded under the Union's flag. In particular, it is argued that European action is more likely to take place if a United Nations Security Council Resolution exists and other third parties and international organisations have deployed presence to the crisis area, if the conflict addressed is of the intra-state rather than inter-state type and if the interests and positions of Member States are aligned. Given that all Member States have veto power over military missions, consistency among their positions is, in the end, the most important factor. Moreover, three countries are shown to have a pivotal role in the debate over intervention: France, Germany and the United Kingdom. Based on the analysis of the structures and arguments, the third part of this project provides some insights into the current missions in Libya, the Central African Republic and Ukraine. The overall image that emerges is that the CSDP is doomed to remain a highly intergovernmental policy and the Union will be decisive in situations of crisis only when a quick common position can be achieved among the three geopolitical players.

It shows how the EU has developed into a special kind of security actor that, due to its level of political integration, has an important influence on national security approaches and identities. This new analysis applies a fresh combination of integration theory, security studies and studies of Europeanization. The main argument in this book is that, rather than adapting to the changing conditions created by the end of the Cold War, the Nordic states changed their security approaches in response to the European integration process. It shows how different phases in the post Cold War European integration process have influenced the national security approaches of Sweden, Finland, Denmark and Norway. While all four security approaches seem to have been Europeanized, the speed and the character of these changes seem to vary due to a combination of differing ties to the EU and differing security policy traditions. The EU claims that ‘internal and external security are inseparable’ and requires a more integrated approach. This book critically assesses this claim in relation to the threats facing the EU, its responses to them, and the practical and normative implications for EU security governance and actorness. It sets out a novel conceptual framework – the EU security continuum - to examine the ways and extent to which internal and external security are blurring along three axes: geographic, bureaucratic, and functional. This is done through an analysis of four key security issues, regional conflict, terrorism, organised crime, and cybersecurity. The book demonstrates that, to varying degrees, these security threats and/or responses do transcend boundaries. However, institutional turf wars and capability silos hamper the EU’s integrated approach and, therefore, its management of transboundary security threats. Yet, the EU’s pursuit of an integrated approach is reframing its claimed normative distinctiveness toward a more practical one, based on a transnational and multidimensional approach. Such a rearticulation, if implemented, would make the EU a genuinely transboundary security actor, properly structured and equipped to tackle the 21st century’s internal-external security continuum.
