Book excerpt: This book critically analyzes the European Union’s role in Security Sector Reform (SSR), a topical issue with regards to European security. While the literature on SSR has increased significantly in the past decade, too little remain in the way of comparative analyses of SSR case studies that are geared toward theory development. This collection strives to push the SSR literature in that direction. One key question it focuses on is whether the EU pursues a holistic approach vis-à-vis SSR. Another question the book addresses is why and how the EU activities towards SSR in conflict management, peacebuilding and statebuilding have produced a wide variety of outcomes that range from the failure to reform any or all of the sub-set of security sectors (police, justice, military, etc.) to complete and integrated reform. The volume encompasses all relevant cases of SSR in terms of the financial, human, and political resources involved at the EU level. Cases are drawn from the Balkans (Kosovo; Bosnia-Herzegovina), Africa (Democratic Republic of Congo), the Middle East (Palestinian Territories), Post-Soviet Space (Georgia), and Asia (Aceh, Indonesia). The end product is a welcome contribution to the literature, providing both an empirically and theoretically grounded approach to the study of SSR. The EU has committed to include gender perspectives by implementing the Women, Peace and Security agenda (WPS) within its foreign security practices. While researchers and practitioners recognise the importance of integrating gender issues into SSR operational effectiveness, there is limited knowledge about how this functions within the EU's security architecture. This article uses Feminist Institutionalism (FI) to understand the process of gender mainstreaming within the EU's support to SSR programmes. It does this by using two crucial theory-testing cases of SSR programmes - Ukraine and Afghanistan. It finds that the EU's ability to promote gender inclusive approaches to SSR is limited by the structure of the EU's own assumptions and capabilities, and institutional constraints in third countries. At the same time, the cases underscore the importance of individuals as agents of change.

Book excerpt: With the European Union's 2004 round of enlargement, its neighbourhood now stretches from the Balkans to the Southern Caucasus, and from Russia to the Southern Mediterranean. This new neighbourhood suffers from serious deficits in terms of security, development and democracy, which constitute a serious challenge for the EU's own security. It is clear, however, that no genuine political and economic modernisation can be carried out as long as defence and security sectors remain unaccountable to civilian authorities, lack transparency and waste valuable national resources. This Chaillot Paper examines to what extent the EU is able to address the question of security sector reform and governance with its neighbours. Although increasingly engaged in the promotion of security sector governance, the EU has neither developed a comprehensive policy framework, nor mainstreamed its manifold activities aimed at promoting security sector governance. Moreover, it pursues the reform of security institutions such as police forces, border guards or judicial systems on a piecemeal basis, shying away from involving itself in defence-related aspects of security sector governance, even though ESDP operations are increasingly dealing with post-conflict situations that require the reform and reintegration of military forces. The main policy recommendation advanced by this Chaillot Paper is that the EU should develop a holistic approach to promoting security sector governance in its neighbourhood.
