Book excerpt: The World Humanitarian Summit (WHS) in May 2016 will be the culmination of a global consultation process. The three-year initiative responds to the need to adapt the humanitarian system in order to make humanitarian action more efficient and effective in keeping pace with the rapidly changing context of emergencies. Consultations leading up to the Summit have provided the opportunity to gain perspectives from different regions of the world. As a result, three main priorities have been highlighted: the need for humanitarians to protect and preserve the dignity of people affected by conflict and disaster; a call to find innovative and sustainable ways of meeting people's needs; and a demand from the global South to 'localise' humanitarian response by strengthening local, national and regional capacities to prevent, manage and respond to crisis. There is potential for the European Union (EU) to take a leadership role in the process and influence the WHS outcome. ECHO's new need assessment tools and the Linking Relief Rehabilitation and Development (LRRD) as well as Resilience approaches offer a framework for responding to the challenges posed by protracted crises. This study recommends that the European Consensus on Humanitarian Aid should be applied as a model for a 'Global Consensus on Humanitarian Action' or a 'Global Compact' recognising the diversity of today's humanitarian response system while taking advantage of all actors' complementary role. Furthermore, the EU and member states must commit to placing protection at the centre of humanitarian action and ensure that the EU's humanitarian aid is not regarded as a crisis management tool, and allowed to become an instrument of its foreign policy.

Book excerpt: The overall purpose of this evaluation was to provide an external, impartial and independent evidence-based assessment of performance of the DG ECHO's portfolio of funded actions in Syria over the HIP period 2016-2018. It focused on humanitarian actions in Syria, taking account of the shifting territorial control during the period under evaluation, and the efforts to address restricted humanitarian access. The scope of the evaluation covered interventions implemented under the HIPs for 2016 to 2018. This evaluation sought to understand the extent to which support provided by DG ECHO contributed to meeting the needs of the most vulnerable groups caught up in ongoing conflict inside Syria, and covered actions in the areas of protection, food, basic needs, education, healthcare, cash transfers, shelter, water, sanitation & hygiene (WASH), as well as in the areas of coordination, support to operations and logistics. DG ECHO's humanitarian assistance is coordinated under the Whole of Syria (WoS) approach, with operational hubs in Amman, Beirut, Gaziantep and Erbil. DG ECHO's humanitarian actions are founded on the European Consensus on Humanitarian Aid ("Consensus") which emphasises commitment to the fundamental principles of humanitarian aid and the respect of International Humanitarian Law (IHL). It provides clear definitions of the humanitarian principles of humanity, neutrality, impartiality and independence. The evaluation therefore has an accountability function, based on Article 18 of the Council regulation, to verify that DG ECHO supported humanitarian actions in the complex context of Syria were in accordance with humanitarian principles and DG ECHO's thematic policies. There is also a learning function to gain insights and draw lessons for the future.
