The statistics speak for themselves: the Community registers each year an ever larger deficit. From 1973, this has grown by some one billion dollars a year. In 1978, according to Japanese estimates, Japan's global trade surplus was 18.3 billion dollars, of which nearly 5.5 billion was with the Community. Community figures suggest that the imbalance is even greater, nearer 6 billion. This is a structural imbalance, which is damaging to world trade as a whole, and which piles up pressures for protectionism. Mr Fielding puts the main responsibility on the Japanese; he calls for equality of export opportunity involving a basic change in Japanese market conditions. He rejects the view that there is a deliberate Japanese effort to limit imports by administrative action of "under-the-counter method". He lists a number of improvements which have occurred.
