Book The European Commission s 4th Railway Package

Download or read book The European Commission s 4th Railway Package written by Great Britain: Parliament: House of Commons: Transport Committee and published by The Stationery Office. This book was released on 2013-04-23 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Transport Committee broadly welcomes the European Commission's 4th Railway Package but believes it focuses too much on liberalising the railway in domestic markets at the expense of important measures to improve cross-border freight and passenger services. The Committee recommends the UK Government should actively negotiate to ensure: joint working between Network Rail and train operators is not prohibited or unduly restricted; metro and light rail systems are not affected by the proposals to separate infrastructure and service operators; the UK's arrangements for letting train franchises are not challenged. In addition, MPs are concerned about: governance arrangements for Eurotunnel; the maximum annual threshold proposed for rail franchises, which could prevent UK companies bidding for work in other EU countries; and the possibility that the EU may become responsible for specifying the content of public transport plans: these should remain the responsibility of national or local governments.

Book excerpt: The fourth railway package comprises six legislative proposals to enhance the efficiency and competitiveness of rail across the European Union, put forward by the European Commission in 2013. It aims to remove the remaining institutional, legal and technical obstacles, and create a truly integrated European Railway Area. Although the legislative process on technical issues did not present many difficulties, negotiations on the liberalisation of rail markets and governance structures (known as the market pillar) continue and prove more complex. Trilogue discussions began after the adoption of a general approach by the Council in October 2015, and should conclude in 2016. Once adopted, the fourth railway package is expected to give a new impetus to rail services across the EU, and will contribute to meeting the objectives of the Commission's 2011 White Paper on Transport.

Book The 4th Railway Package

Download or read book The 4th Railway Package written by and published by . This book was released on 2018 with total page 6 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 4th Railway Package (4RP) is a set of legislative texts designed to complete the single market for rail services (Single European Railway Area). It should revitalise the rail sector and make it more efficient and more competitive vis-à-vis other modes of transport. The 4RP comprises a technical pillar and a market pillar. This brochure highlights the new tasks arising from the 'technical pillar' of the 4RP. The 'technical pillar', which was adopted by the European Parliament and the Council in April 2016, enhances the role of the EU Agency for Railways ('the Agency') by introducing new tasks to ensure a uniform implementation of the EU framework. Further information on the legislation can be found in all EU languages on EUR-LEX website: https://eur-lex.europa.eu.

Book Liberalising Rail Freight Movement in the EU

Download or read book Liberalising Rail Freight Movement in the EU written by Great Britain. Parliament. House of Lords. European Union Committee and published by The Stationery Office. This book was released on 2005 with total page 194 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite a decline in traditional rail freight markets (especially coal and steel), and loss of market share to other modes, the overall growth in freight in recent years has allowed rail freight to maintain its volume. The Commission has introduced three packages of directives to stimulate further growth in this market (the first should have been implemented in the 15 member states, the second is to be implemented by 2005, and the third is yet to be adopted). This report reviews the background to the packages, and offers a provisional analysis of their effect so far. The quality of service offered to customers of rail freight movement in Europe falls seriously short of standards required in a competitive environment. Liberalisation of the UK market since 1994 has, however, resulted in better performance and a growing market share for rail freight. The Committee has reservations about some parts of the third package of directives, particularly the proposal to require all train drivers to hold an international rail driving licence, and the proposal for compulsory compensation to rail freight customers for poor quality service. The report also examines problems with the Channel Tunnel, the only direct rail link between the UK and mainland Europe.
