Immediate cultural, social and economic impacts are common and the capacity to secure long-term effects, though harder to evidence, has grown in key areas such as urban image change and tourism development. The latter is evidence of the stronger commitment towards sustainable legacy planning and ever more defined and locally sensitive vision statements. This report documents common approaches and success strategies, highlights the strongest claims of long-term effect and analyses recurrent challenges that limit the Programme's ability to reach its full potential. Key recommendations are the establishment of a standardised evaluation framework, greater emphasis on comparative research and the creation of a formal knowledge transfer programme so that future hosts can better benefit from the wealth of experience developed in the last three decades."--Editor.

The future of mega-events has never been more uncertain. The ongoing COVID-19 pandemic has introduced an unparalleled level of doubt regarding the kind of mega-events that will take place in the coming years. This book arrives at a quite unique moment of reflection. Prior to 2020, cities were already questioning the traditional format of mega-events (e.g. Olympics and Expo) while other cultural mega-events have been spreading and gaining popularity, thanks in part to typically lower costs of infrastructures and venues, far more adaptable arrangements, spatial distribution and time frame for hosting. In these ways, they have already been demonstrating higher flexibility in which to respond to future health and safety constraints. When it comes to the relation to the existing city, cultural mega-events have been planned, implemented, and studied far more than any other. By leveraging the richness of cultural mega-events, this multidisciplinary collection deepens the intersection between events and cultural heritage. The chapters in this book provide a new theoretical framework, critical questions, and relevant case studies to argue that the nexus between mega-events and heritage is a key challenge for many cities in Europe and beyond. The chapters in this book were originally published as a special issue of European Planning Studies.

In this spectacle, the urban spaces were projected as the theatre décor while residents and visitors became the spectators. The images of Istanbul pile up in videos and posters to show the city in every aspect in which everything becomes mishmash and the message gets lost in the chaos. While Istanbul is depicted as a mystified city through Orientalist representations, this image of Istanbul moves between the opposite ends of the contrasting pairs, and in contestation. “Culture, defined as making sense of the world (Hall, 1997: 2), is an integral part of branding a place, which involves cultural exchange (Anholt, 2005: 140). Mega-events may be used as forms of advertising for city marketing and branding, where the signification is not only about production of meaning but also staging of the meaning. The cities hosting mega-events can be turned into the protagonists of the spectacle by showcasing their cultural products as well as cultural being. Thus, what staged there are the city, its image as well as the events. This book analyzes EU cultural politics since their emergence in the 1980s with a particular focus on the European Capital of Culture program, the flagship of EU cultural policy. It discusses both the central as well as local levels and contextualizes EU policies with programmes of other European organisations, such as the Council of Europe. By asking what "Europe" actually means for European cultural policy, the book goes beyond the confines of official organizations and the political sphere, to discuss the contribution, impact and appropriation among a more diverse group of actors and participants, such as transnational experts, local bureaucrats, cultural managers, urban dwellers and the visitors. Its principal aim is to debunk the myth of Brussels as the centre of cultural Europeanization. Instead, it argues that European cultural policy has to be seen as a relational, multi-directional movement, involving a wide variety of stakeholders and leading to conflicts and collaborations at various levels.
