Book excerpt: The EU continuously searches for more effective policy towards its eastern neighbourhood, which is reflected in the on-going adaptation of its existing approaches, discourses and policy strategies to the new challenges of its external environment. In order to understand the complexity and limitations of the EU framework under the European Neighbourhood Policy (ENP) and the Eastern Partnership Initiative (EaP) – that is, to consider the interface between policy instruments, institutional structures, and multiple agents – one needs to adopt an original analytical perspective of practices to comprehensively assess the policies’ outcomes. This volume therefore offers an examination of social practices as implemented through the use of policy instruments and subsequently embedded into the existing/emergent social structures which shape and determine the EU-neighbours’ relations. To gauge success of the ENP in the eastern region, the manuscript pulls together a rich collection of geographical and thematic case-studies, joined by the overarching conceptual framework of practices. This study’s principal aims are to discern patterns of social practices which guide agents’ interactions in different policy areas; to explore the origin and effect of these practices (the role of dominant discourses, logistical imbalances, deliberate strategies, etc.); and to explicate the nature of the emerging social structures being established in the eastern region. This approach is distinctive from other constructivist undertakings as it allows to synergise the meanings of social actions (through the focus on agents and instruments), and their structural extensions (through the focus on emergent structures) across geo- and bio-political localities of the EU and its eastern neighbourhood. The study responds to the urgent need for climate adaptation, as highlighted in the World Bank’s “Turn Down the Heat” report. Notably, the South Caucasus is already contending with increasing aridity and more frequent extreme weather events (e.g. severe droughts, floods and hailstorms). It presents practical solutions for a more climate smart agriculture, at the regional, national and agro-ecological zone level in each country. The recommendations offered in this book are a compilation of the results of the three national studies, and highlight the need and potential for regional collaborative action to increase benefits, while also continuing to emphasize the need for an effective response at the national level. The national level results are supported by country reports, which provide more details. This work is but an important beginning. To achieve the goals of climate resilience in the agriculture sector, more work is needed to translate the proposals into reality. The analysis demonstrates that investments in irrigation infrastructure and on-farm technologies have great potential to raise agricultural productivity and improve the climate resilience of the sector. Demand-side agricultural water management will have high short-term payoffs, and these short-term payoffs are complementary to the success of long- term irrigation, drainage and other infrastructure investments. Strengthening the disaster risk management strategies (beyond agricultural measures) are also needed to help mitigate household risks from extreme events, especially for the poorest, who are the most vulnerable.

With the 2014 annexation of Crimea, the invasion of eastern Ukraine and sustainment of an insurgency there, and (in particular) the 2015 intervention in Syria, Russia repeatedly surprised U.S. policymakers with its willingness and ability to use its military to achieve its foreign policy objectives. Despite Russia's relatively small global economic footprint, it has engaged in more interventions than any other U.S. competitor since the end of the Cold War. In this report, the authors assess when, where, and why Russia conducts military interventions by analyzing the 25 interventions that Russia has undertaken since 1991, including detailed case studies of the 2008 Russia-Georgia War and Moscow's involvement in the ongoing Syrian civil war. The authors suggest that Russia is most likely to intervene to prevent erosion of its influence in its neighborhood, particularly following a shock that portends such an erosion occurring rapidly. If there were to be a regime change in a core Russian regional ally, such as Belarus or Armenia, that brought to power a government hostile to Moscow's interests, it is possible (if not likely) that a military intervention could ensue.
