Circular and/or return migration schemes are other priorities around labour mobility that countries may wish to promote through Mobility Partnerships. This Policy Paper will critically assess the tool of Mobility Partnerships in the framework of the new EU GAMM in the light of recent data on legal migration channels between EU countries and actual and potential partner countries of the EU neighbourhood and the effectiveness of preventive and reactive measures against irregular migration.

Book excerpt: This report considers the Commission's 2011 Communication on the Global Approach to Migration and Mobility and the UK's participation in EU asylum and immigration measures. As countries in Europe face an ageing population and a declining birth rate, legal third country immigration into the EU will be needed to keep the economy on track and retain Europe's competitiveness in a global market. While Member States should retain primary responsibility for their own migration policies, the EU also has a role to play. As the majority of irregular migrants enter the EU with authorisation and then overstay their visas, rather than crossing the EU's external border by boat or land routes illegally, the EU should adopt a more effective approach in preventing irregular migration. The EU also has a role it can play in refugee management and building capacity in the asylum systems of countries of origin and transit. Moreover, migration policy cannot and should not be the sole concern of interior ministries and a more integrated approach with development and foreign affairs ministries - at the national and EU level - would help maximise the EU's development aims. The reduction of trade barriers with non-EU countries and measures to facilitate remittances, mitigate the effects of brain drain and assist diasporas to contribute to their countries of origin would also be beneficial. The Committee also considers the position of international students in the UK: they should not be subjected to the Government's policy objective of reducing net migration.

The forthcoming European Council summit of 23-24 June 2011 is expected to determine 'the orientations for further work' under the Polish Presidency and the next JHA Trio Presidency Programme for the EU's policies on crossborder migration in the Mediterranean and internal mobility within the scope of the Schengen regime. This paper constitutes a contribution to current and future EU policy discussions and responses on migration, mobility and security. It provides a synthesised selection of recommendations in these domains resulting from the research conducted by the Justice and Home Affairs (JHA) Section of the Centre for European Policy Studies (CEPS) during the last nine years of work. This Policy Brief argues that for the EU's Global Approach to Migration to be able to satisfactorily address its unfinished elements and policy incoherencies, the Union needs to devise and develop common policy strategies focused on: first, new enforcement and independent evaluation mechanisms on the implementation of the European law on free movement, borders and migration, and the compatibility of EU member states and EU agencies' actions with the EU Charter of Fundamental Rights. And second, the development of a kind of cooperation (dialogue) with third states that goes beyond security-centred priorities and that is solidly based on facilitating human mobility, consolidating fundamental rights and the general principles of the rule of law upon which the EU legal system is founded.

Book excerpt: In this open access book, experts on integration processes, integration policies, transnationalism, and the migration and development framework provide an academic assessment of the 2011 European Agenda for the Integration of Third-Country Nationals, which calls for integration policies in the EU to involve not only immigrants and their society of settlement, but also actors in their country of origin. Moreover, a heuristic model is developed for the non-normative, analytical study of integration processes and policies based on conceptual, demographic, and historical accounts. The volume addresses three interconnected issues: What does research have to say on (the study of) integration processes in general and on the relevance of actors in origin countries in particular? What is the state of the art of the study of integration policies in Europe and the use of the concept of integration in policy formulation and practice? Does the proposal to include actors in origin countries as important players in integration policies find legitimation in empirical research? A few general conclusions are drawn. First, integration policies have developed at many levels of government: nationally, locally, regionally, and at the supra-national level of the EU. Second, a multitude of stakeholders has become involved in integration as policy designers and implementers. Finally, a logic of policymaking—and not an evidence-based scientific argument—can be said to underlie the European Commission’s redefinition of integration as a three-way process. This book will appeal to academics and policymakers at international, European, national, regional, and local levels. It will also be of interest to graduate and master-level students of political science, sociology, social anthropology, international relations, criminology, geography, and history.
