In this report, the Court finds that there is a lack of assurance that the money has been well spent: the Commission and member states have not sufficiently accounted for their performance in achieving value for money with the EU's budget. Despite support from the Commission, member states' monitoring and evaluation has not been reliable, consistent and relevant enough to show what has been achieved in relation to the policy objectives. The available information has not been used to make the rural de¬%x;velopment measures more effective and efficient, with the focus being on spending the budget rather than efficiently achieving results. Ultimately, the current framework has failed to provide the information needed in time to inform decisions on the most effective and efficient measures for the 2014-20 programming period."--Page [4] of cover.

Book excerpt: This book is one of the main outcomes of the projects “Development Programmes and Rural Change in the European Union: governance, results and lessons to share”and “Successes and failures in the practice of neoendogenous rural development in the European Union (1991-2013)”, funded both of them by the Spanish Ministry of Economy and Competitiveness. This publication aims, on one side, to clarify and deepen the knowledge of the social, economic and territorial effects of the LEADER approach, and, on the other, to analyze the importante of the participation of several stakeholders (young people and women) as well as some traditional activities –agriculture- or modern ones (tourism) linked all of them to the rich cultural and natural heritage of these areas. It also provides an in-depth study of the causes that lead to the generation of successful projects in the practice of neoendogenous rural development and also explores the reasons that cause certain projects to fail in the path towards LEADER support so that they are finally not implemented. In addition, it is shown the problems, results and best practices that cause the neoendogenous rural development in different areas inside of the European Union: Austria, Finland, France, Germany, Italy, Spain and United Kingdom. Thereby it helps to improve the decision-making in rural development, both on a local and regional scale. The multidisciplinary and international character of the authors, as well as the specificity of the research trajectory of each of them, in the analysis of rural development, enriches the publication and facilitates the different and critical reflections on the contributions, errors and meaning of the neoendogenous local development. Primarily, the funding of the rural development policy (RDP), originally through the European Agricultural Guidance and Guarantee Fund (EAGGF) and afterwards through the European Agricultural Fund for Rural Development (EAFRD), is considered. In addition and as far as data allow, the analysis also refers to the funding made available for rural areas through the European Regional Development Fund (ERDF), the European Social Fund (ESF), and the Cohesion Fund (CF). The analysis covers four multiannual financial frameworks (MFFs), each lasting seven years (i.e. 1993-1999, 2000-2006, 2007-2013, and 2014-2020). This provides the opportunity to appreciate the macro evolution of EU policies in the rural development domain from an historical viewpoint, as the headings of the financial perspectives partially reflect the political priorities of the concerned programming periods. The analysis refers to commitment and/or payment appropriations, according to data availability. The current MFF (2014-2020) is analysed in terms of commitment appropriations only, as data on payments are partial and provisional.
