Book excerpt: "The Court examined whether the high priority of lifelong learning and knowledge transfer within the EU's rural-development policy was matched by the Commission's and Member States' efforts to deliver high-quality knowledge-transfer and advisory activities. The audit found that this was not the case. Too often Member States relied on the proposals coming from the training providers and any type of training was seen as 'good' and eligible to receive public support. Only infrequently was there proper analysis made of whether such activities could make a real impact. Member States did not always ensure fair and transparent competition when selecting the training activities and paid too much for certain services. In terms of follow-up, the audit found a lack of detailed evaluation of what was actually achieved with the public funds. In its recommendations, the Court particularly encourages the Member States to adapt the knowledge-transfer and advisory activities they choose to the evolving needs of the rural operators through recurrent procedures of analysis and evaluation."--Publisher's description.

Book excerpt: The objective of the evaluation is to assess the impact of the 2014-2020 CAP Instruments and Measures on knowledge exchange, advisory activities, and innovation in the agricultural and forestry sectors and in rural areas. All four CAP regulations are relevant to the topic of this evaluation: in particular the Rural Development regulation (CAP Pillar 2) "Regulation (EU) No 1305/2013"; the financing, management and monitoring regulation "Regulation (EU) No 1306/2013" covering cross-compliance and the Farm Advisory System (FAS); and the Common Market Organisation (CMO) regulation "Regulation (EU) No 1308/2013", including measures with direct and indirect effects on the studied topics. "Regulation (EU) No 1307/2013" of direct payments establishes notably the greening practices, fostering knowledge exchange on these topics. The Rural Development Regulation includes the cross-cutting objective of fostering knowledge transfer and innovation in agriculture, forestry and in rural areas. Three Rural Development measures directly support this objective, namely knowledge transfer (Measure 1 (M1)), advisory services (Measure 2 (M2)), and cooperation (Measure 16 (M16), notably supporting Operational Groups and their pilot projects). In addition, the EIP-AGRI Network at EU level together with the National Rural Networks have a fostering role on knowledge exchange and innovation. All Member States have the obligation to set up a FAS, advising CAP beneficiaries and non-beneficiary farmers on EU legal standards. These include notably cross-compliance, greening, requirements of the Water Framework Directive and principles of integrated pest management. The FAS does not provide funding. In the CMO and the wine sector, national support programmes may include an innovation measure. 16 Evaluation Questions (ESQ) cover themes of causal analysis, effectiveness, efficiency, relevance, coherence and EU added value. The geographical coverage is EU-28 with case studies performed in eight Member States. The study covers CAP instruments and measures from 2014 onwards (2019). The situation in the previous programming period (2007-2013) has been taken as a reference period.

Companies, universities and research and technology organisations understand that leadership in their respective fields depends upon collaborating productively with each other, in ways that support and reinforce their distinct yet complementary missions. By now, the working practices and professional skills required for effective knowledge transfer are widely known and well documented. Unfortunately, many difficulties still remain, often relating to a need to better understand respective partners' interests and motives, to improve the management of intellectual property rights and deal with unrealistic expectations. At present, we are simply not capitalising adequately on the knowledge that is at our disposal. It is much easier to overcome these difficulties when sound conditions are established that provide a basis for long-term trust and lead to simple and effective rules of engagement at grass roots level. When we published the Handbook of Responsible Partnering, which contains guidelines based on good practices, we called on governments to give greater priority to establishing these conditions, and to work towards greater consistency across national boundaries. We have been promoting these guidelines widely within the business and public research communities during the past two years. We are grateful to the European Commission for now highlighting this priority also and for documenting important lessons learnt. We ask all governments to take notice of these lessons, and to continue the processes of reform and improvement necessary to secure European leadership in the knowledge economy.

Book excerpt: Against a background where farm incomes are falling, the Government needs to recognise that cutting payments to England's farmers will reduce their ability to compete in the marketplace, will leave farmers less able to invest in vital infrastructure and may make them more vulnerable to shocks such as poor weather, higher input costs and price variations. The Committee also warns against plans to transfer more money away from direct payments to farmers by shifting it towards environmental schemes. It recommends that the Government maintains the current 9% rate of transfer away from the direct payment budget. This rate of transfer should rise to 15% in 2017 only if it can demonstrate that additional funds are required and that this change will deliver a clear benefit. Money should also only go to people who actually farm the land and meet an 'active farmer test'. From 2015, 30% of the direct payment will be conditional on farmers achieving basic environmental measures. A National Certification Scheme approach to 'greening' does not offer the flexibility to avoid the Commission's impractical crop diversification rule so the Government is right to dismiss this approach. A new, single IT system is being developed, and the Government want access to CAP funding to be 'digital by default', meaning farmers will have to apply online. A lot went wrong in the last round of changes, and these problems gave rise to £580 million in penalties. Does it make sense to introduce a new computer system at the same time as complex new payment rules?

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Acknowledging the existence of diverging views on the concepts of sustainable diets and healthy diets, countries have requested guidance from the Food and Agriculture Organization of the United Nations (FAO) and the World Health Organization (WHO) on what constitutes sustainable healthy diets. These guiding principles take a holistic approach to diets; they consider international nutrition recommendations; the environmental cost of food production and consumption; and the adaptability to local social, cultural and economic contexts. This publication aims to support the efforts of countries as they work to transform food systems to deliver on sustainable healthy diets, contributing to the achievement of the SDGs at country level, especially Goals 1 (No Poverty), 2 (Zero Hunger), 3 (Good Health and Well-Being), 4 (Quality Education), 5 (Gender Equality) and 12 (Responsible Consumption and Production) and 13 (Climate Action).
