The ENP is financed by the European Neighbourhood Instrument (ENI) with a budget of EUR 15.4 billion for the period 2014-2020. The support primarily focuses on the promotion of human rights, the sustainability of democracy, social and economic development, mobility of people, and regional integration.

Book excerpt: Considering both changes and continuities, this book examines how, why, and along which lines Egypt’s external alignments under the al-Sisi regime emerged and developed. Egypt’s foreign relations have changed substantially since the current regime took power in 2013. To assess this, the author develops and applies a unique analytical approach: the model of ‘two-staged alignment formation.’ In the first stage, domestic threats to the Egyptian regime’s survival determined specific needs the regime tried to meet by approaching external partners. In the second stage, characteristics of the global and regional environments defined opportunities and constraints and therefore the regime’s options and logical choices. In sum, the interplay of developments on the domestic, regional, and global levels resulted in a diversification of Egypt’s external alignments, with China and Russia joining the EU and the US as Egypt’s main global partners, and Saudi Arabia and the United Arab Emirates emerging as the regime’s prime regional partners. Explaining the emerging alignment patterns from 2013 until 2017, this book aids understanding of the complexity of alignment formation and of Egyptian external relations in that critical period of time. This book will be of high interest to researchers and students working on Egyptian foreign relations, on relations between states, and on regional dynamics in the West Asia and North Africa (WANA) region. It is also valuable for practitioners, because it helps to understand an issue of high relevance for foreign policy-making.

Secondly, there is an attempt to create a more unified legal order through the formal abolition of the pillar structure, the introduction of a single legal personality and the abolition of the hierarchical relationship between pillars. Finally, the Lisbon Treaty re-organised the EU s external action. With the Treaty of Lisbon entering into force, the external action of the Union encompasses the common foreign and security policy (CFSP), the common security and defence policy (CSDP), the common commercial policy (CCP), the development cooperation and economic, financial and technical cooperation with third countries. According to Article 13 of the Treaty on European Union (TEU): The Union shall ensure consistency between the different areas of its external action and between these and its other policies. Consistency in EU external relations can be seen as a multi-layered concept, consisting of variety of dimensions, intertwined with other concepts and legal obligations in the Treaty as well as a political objective of the Union. Most importantly, it is a legal requirement through which the TEU accords to the Union the general responsibility for ensuring consistency of its external action as a whole but it charges the High Representative, the Council and the Commission with ensuring the implementation of these policies each in accordance with its respective powers. The dissertation will focus on horizontal consistency as an issue in EU external action and the legal as well as political implications of the institutional innovations brought about by the Lisbon Treaty. Whereas vertical consistency applies to the relations between the Member States and the Union, horizontal consistency designates consistency on European level, either inter-policy or inter-institutional consistency. Inter-institutional horizontal consistency is responsible for omitting gaps, avoiding conflicts and ensuring there are no overlapping competences between the European institutions. Lesbian, Gay, Bisexual, Transgender, and Intersex rights are heavily contested across the globe, with over 70 countries criminalizing same-sex relations and at least 10 imposing the death penalty. The book details how the EU, based on different member state positions, attempts to jointly formulate and implement guidelines for the external promotion of LGBTI rights. It also problematizes the various normative and policy-based Eurocentric prescriptions to further these rights. Drawing on an international political sociology framework infused with queer theoretical thought, the author investigates the apparent normative tensions emerging from Europe’s promotion of LGBTI rights as liberal human rights and the ensuing pushback by culturally and politically conservative states. He examines the compatibility of EU institutional and member states’ conceptions of LGBTI rights and the more general question of the EU’s normative agenda-setting power on the world stage. He then explores the external policy areas in which LGBTI rights promotion is formulated and diffused – namely in development and foreign aid, in enlargement and neighbourhood policies, and in other international organizations. In conclusion, the author suggests viewing the contention surrounding LGBTI rights within broader governance contexts, and thus reimagining rights promotion in a more holistic manner.
