Many Romanians nowadays look at the integration into the European and Euro-Atlantic structures only as a means of better living standards. But very few Romanians might be willing to pay the price for the integration. Nobody in Romania seems to know exactly the direction we are heading to. But there must certainly be changes of the people s mentality, if we want to achieve something at all. Yet, this problem does not concern Romanians alone. The West generally regards Romania as a source of crime and, at least for the moment, does not even want to talk to Romania about our integration into the European Union, although the negotiations have been started with all potential candidates at the same time. Recently, when about 500 gypsies created problems in Austria, the country asked Hungary and the Czech Republic to introduce the visa-system for Romanian citizens. They obviously wanted the Romanians to be even more humiliated than they already were, lining up also at Hungary s and the Czech Republic s embassies in order to be able to travel to those countries. Mister Andrei Plesu, the Romanian Foreign Affairs Minister, said: If 500 gypsies are able to destabilise Austria, they are either first-hand merchandise or Austria is a little bit frail . On the other hand, one cannot deny that Romanian citizens keep causing trouble to western European countries. But the problem is that dubious people manage somehow to get visas, while honest people are denied the basic right of travelling to foreign countries only because a few of their fellow citizens are being considered troublemakers. If no visas were required, only a small, negligible margin of the Romanian citizens travelling abroad would be denied the permission to travel to western European countries again. Then, there is the problem of culture. If you ask a Romanian citizen about the capital of a western European state, it is less possible that he will not know it than if you asked a western European about Romania s capital. For instance, many Frenchmen are convinced that Budapest is Romania s capital. A French band performing in Bucharest was warmly welcome and acclaimed until its members shouted: I love you, Budapest! . The dissemination of institutional design differs in effect according to the sector which is being focused. For the case of Romania it is stated that, in the economic dimension, a neoliberal blueprint was diffused while in the politico-administrative dimension, the EU lacked both, a clear best-practice and strong instruments of enforcement. Treating the weakness of statehood as the dependent variable, in both sectors however, tendencies to the reinforcement of patrimonialist structures can be observed. Those forms of patrimonialism breed problems of corruption and a limited possibility to absorb EU funding. In each case there are cross-sectoral effects observable.

Dr. Genoveva-Elena period Priorities in negotiating Romania's accession to the European Union The competitiveness of the Romanian exports has improved both as a result of the restructuring of the economy and the devaluation of the currency. The example of industrial production is illustrative. Production of the processing industry decreased by 8% in 1999 compared to 1998, its share in exports increasing from 30.7% to 35.1% and the export growth rate was 5.9%. The main effect was a reduction of the current account deficit. Overall, the current account deficit fluctuated, representing on average 5.2% of GDP. The budget deficit was difficult to control but it was achieved by applying the European Union's strictures. We can also talk about performance in terms of the level of external debt relative to the level of the external debt of the Union, which is at a higher level than other candidate countries. The labor market was affected by imbalances both in the ratio of the active and inactive population and in the employment rate. The population employed in agriculture owns about 40% of the total employed population. In addition, a large part of the population was affected by the poor (approximately 33.8%) population, especially in rural areas (40.5%). In such an internal and international framework marked by interdependencies with echoes internally from the Union or candidate countries, resolving divergent situations or removing obstacles to assuming obligations and arousing political will, the quality and experience of the negotiator can be considered decisive for further cooperation.

Following the liberalization of border controls and the massive economic and political changes in Eastern Europe, human mobility has increased and is becoming a permanent feature of post-Cold War Europe. The arrival of many Eastern Europeans, with Romanians being the largest migrant group, has produced public concerns on immigration in some West European countries. This is particularly the case in Italy, where Romanian irregular migrants are often stigmatized as poor troublemakers by authorities and the mass media. This book challenges such commonly-held assumptions that artificially divide migrants into categories of wished and unwished immigrants—winners and losers of international migration. This book compares two migrant groups. The first is composed of ethnic Germans who migrated legally from Timisoara, Romania, to Nuremberg, Germany. The second is made up of those who migrated irregularly from Borsa, Romania, to Milan, Italy. The analysis highlights a paradoxical situation. Irregular Romanian migrants in Milan had fewer rights and opportunities, yet through migration they gained prestige and came to enjoy a sense of success. Alternately, the Germans who had migrated to Nuremberg, who received more rights and opportunities, perceived that they had suffered a loss of social prestige. The focus on migrants’ social status employed in the book seeks to clarify this puzzle and provide an analytical framework for researching the linkages between the migration and incorporation of Romanians—who are today European citizens—and European states’ migration policies and migrant transnationalism.

It will examine the challenges the country has faced in its progression from totalitarianism to democracy through several waves of reform intended to update and streamline its political and economic processes for success in the free-market capitalist arena. Having learned the hard way about some of the key aspects of public administration, Romania has learned a place for itself among the diverse global players of Europe and beyond. The first section reviews current perspectives on globalization and its impact in the late 20th century. It has “flattened” the Earth, generating better communication and exchanges than ever before, but also gathering a fair amount of criticisms from commentators seeing it as little else than neo-colonialism. Cooperative-administrative strategies are being suggested instead, in order for new public administration patterns to smoothly run in coordination with the globalized world. In the second section, the European Union is described as a complex multi-level socio-political entity, itself historically in turmoil over its own style of rule – e.g. hierarchy vs. coordination, integration vs. centralization, etc. – or even its own existence, as the European dream seemed to be losing steam with the general population of Europe several times in the previous century. Powers and responsibilities of the European institutions and agencies are also discussed. Thirdly, the recent history of Romania is approached from the Europeanization context, starting from its post-1989 days of confusion and of attempting to jumpstart democracy. Eventually, it has to undergo a series of reforms and internalize some principles fundamental to the EU in order for the much-awaited accession to occur and its multiple effects to start taking place. A country with a rich cultural heritage and straddling multiple socio-political axes, Romania has plenty more to offer in the new geostrategic, security and development contexts of the 21st-century Europe. As such, this volume provides inspiration for further research and practical application opportunities on topics of local, European and global significance.
