The European Union recognises that some of the impacts of climate change caused by past emissions are irreversible. The policy responses of climate change are adaptation and mitigation. The main reason for a weak adaptation strategy in mid 80s and 90s was the reluctance of the Member States (MS) to give up power to the supranational institutions. But it was only when the IPCC report put emphasis on adaptation arguing that it should concern even industrialized countries and not only Developing countries (DC) that things started to change. The EU has adopted in 2013 the Adaptation Strategy, which has been strengthened since the 5th National Communication. The aim of this paper is to critically assess EU’s current trends in adaptation actions, as well as future adaptation requirements. In order to reach this goal this paper will rely on two main documents: sixth EU’s National Communication to the UNFCCC and to the correspondent UNFCCC’s in-depth review. The first part will give a brief overview of the EU adaptation strategy, its development and the main official documents, the second part is a more detailed analysis and criticism on the actions described in the current EU adaptation strategy. Before the conclusion, the main criticism will be highlighted and the future adaptation requirement outlined.

As indicated in the Strategy, in 2017 "the European Commission will report to the European Parliament and the Council on the state of implementation of the EU Adaptation Strategy, and propose its review, if needed". Hence, to assess and measure progress made since 2013 and to assess if revision of the Strategy is necessary, an evaluation is needed. This study supports the evaluation, examining the Strategy's actual implementation and performance. Drawing on available evidence, the study looks at the experience gained, the lessons learnt and assesses whether what has happened, in practice, meets the expectations of the Strategy when it was launched. The study analyses the extent to which the implementation of each of the Strategy's has advanced. The study has been carried out in compliance with the requirements of the Better Regulation Guidelines. The evaluation covers the period from the launch of the Strategy in 2013 to mid-2017. The approach reflects the relatively recent implementation of the Strategy and considers if its objectives and actions respond to the current needs and priorities in different policy sectors at local, national and transnational level. The evaluation builds on the work of other organisations, particularly recent assessments of the LIFE and Covenant of Mayors programmes and an ongoing evaluation of the Climate-ADAPT initiative. The evaluation covers all of the EU's Member States.

Book excerpt: In 2020, the urgent need to improve the resilience of European society and economy to shocks of unprecedented scale became obvious in the light of the coronavirus disease 2019 (COVID-19) pandemic. The public health crisis showed that - despite plenty of early warnings - Europe is unprepared and extremely vulnerable to events of such magnitude. Under the projected trajectory of climate change, threats of a comparable degree to COVID-19 cannot be ruled out. While climate change is a global phenomenon and its mitigation through reduced greenhouse gas emissions requires a global effort, the impacts of the changing climate are more localised and must be tackled in their given contexts. In a highly urbanised continent such as Europe, cities and towns play a crucial role in responding to climate change. This is not only because of the concentration of population and economic assets in urban areas, but also because local authorities perform key functions that are central to climate adaptation, such as land use regulation or emergency planning. This report investigates to what extent cities and towns across Europe are prepared for the increasing risks posed by climate change, focusing on extreme weather events. Through the actions of the 2013 EU adaptation strategy and resources committed under the multiannual financial framework 2014-2020, EU support for urban adaptation has greatly advanced local climate change adaptation in Europe in recent years. As of April 2020, over 2 600 local authorities across the EEA's 38 member and collaborating countries, covering nearly 123 million people, are signatories to the Covenant of Mayors for Climate and Energy on adaptation. Several hundred cities benefited from funding for research, implementation and knowledge exchange via the Horizon 2020, LIFE and Interreg programmes.

Book excerpt: EU climate policy based on GHG emissions reduction (mitigation) is coupled with measures aimed at responding efficiently to the unavoidable consequences of climate change (adaptation). However, as the European Commission stated recently in its Green Paper on adaptation in Europe, there is still need to develop an overall EU adaptation strategy. Moreover, such a strategy should take into consideration both efficiency and equity concerns. In this article we propose a framework for EU adaptation policy that addresses both concerns and which enables a transparent decision-making process. In the proposed scheme universal weightings of the individual policy objectives have to be agreed upon prior to actual decision-making.

Key objectives of the consultation process were: - To ensure that all relevant stakeholders are identified and given the opportunity to engage with the consultation -To provide the opportunity for stakeholders to inform the impact assessment, in particular, offering an opportunity for them to inform the development of policy options addressing the problems identified - To gather stakeholder opinion on the potential policy options together with data and qualitative evidence concerning the relevant impacts of the policy options considered - To draw insights into triggers for behavioural changes and other triggers supporting the take-up of adaptation measures - To provide insights for short analytical topic reports that were also developed as part of the impact assessment process.

This will ensure that all territories and regions of the EU, including those which are currently {OCLCbr#D0}‘lagging{OCLCbr#D0}’, can make appropriate preparations to adapt. The overall purpose of this study is to understand and fill in knowledge gaps with respect to the implications of climate change adaptation on EU employment and skills. As part of the mainstreaming of climate change adaptation in EU policies, the results of this study also identify EU employment and social policies, which could promote the transition to a climate resilient EU economy, including the provision of adequate skills.

Climate change affects countries in Eastern Europe, i.e. the Western Balkans and Southeast Europe in a variety of ways. Apart from severe floods, there are reports of decreasing water reserves in the southern regions, and of gradual changes in biodiversity and agricultural production. In the South Caucasus area, for instance, climate change models project a decline in precipitation and suggest that it will continue to become drier this century. Many Eastern European countries, especially the non-EU ones, have weak national climate policies, and transboundary collaborations, as well as limited public engagement in matters related to climate change. As a result, climate change poses a serious threat to their economic stability and development and to the sustainable development of the region. The above state of affairs illustrates the need for a better understanding of how climate change influences Eastern Europe, and for the identification of processes, methods and tools that may help the countries and the communities in the region to adapt. There is also a perceived need to showcase successful examples of how to cope with the social, economic and political problems posed by floods/droughts in the region, especially ways of increasing the resilience of agriculture systems and of communities. Addressing this need, the book presents papers written by scholars, social practitioners and members of government agencies involved in research and/or climate change projects in Eastern Europe.
