Book excerpt: Excerpt from Historical Development of the New York State High School System Since this general survey was made, only one exhaustive and intensive study has appeared, dealing with a considerable number of schools. This is the monograph of Dr Alexander Inglis, The Rise of the High School in Massachusetts. Doctor Inglis limited his study largely to the period previous to 1860 and, aside from indicating the progress of legislation in the state, he established conclusively the number of schools founded in that period and the nature of the curriculum. This was made possible by a detailed research through the local town records and reports of school committees which in Massachusetts have been preserved with great care. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Organization of City School Systems: An Address Delivered Before the Council of School Superintendents of the State of New York at Albany, October 14, 1912 The purpose of this paper is to express in general terms the conclusions reached after an experience of twenty years in dealing with many phases of the subject and also to express what is commonly acknowledged by expert authority in school administration to be the fundamental principles on which all laws which are to govern the public schools of a city should be enacted. Until a permanent policy shall be established in relation to the organization of the machinery for the operation of the public schools in the several cities of the State and upon fundamental principles consonant with the general policy of the State upon public education, and until these prin ciples are well understood by teachers, superintendents and officers who bear official relation to the schools, and until such fundamental principles are generally recognized by municipal authorities, political parties and influential citizens, this subject is one which should receive the consideration not only of organizations of school workers like yours in session' here tonight but of all citizens who have a patriotic interest in the welfare of the State. The first law authorizing the establishment of public schools in this State was enacted in 1795. The permanent basis of a State system of public education was enacted in 1812, or just one hundred years ago. In these early statutes the principle was written that all tax-supported schools and schools receiving State aid should be under State supervision, that the schools constituted a State system and that public officers should be chosen in the several localities to represent the State and to carry into effect the State's policy in relation to public education. This principle became fundamental to all educational enterprises in which the State is interested. It is founded upon the sound doctrine that the welfare of the State depends upon a general dissemination of education in all sections and for the benefit of all citizens and that, where the funds of the State go, the authority, supervision and control of the State must follow. Book The New York Public School Being a History of Free Education in the City of New York Classic Reprint

Download or read book The New York Public School Being a History of Free Education in the City of New York Classic Reprint written by A. Emerson Palmer and published by Forgotten Books. This book was released on 2017-11-28 with total page 508 pages. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The New York Public School, Being a History of Free Education, in the City of New York The celebration of the centenary of the inauguration (on February 19, 1805) of the movement for free public schools in this city was suggested to the Board of Education in the spring of 1904, and, later, the preparation of a history of public education in New York. The Board unanimously approved both suggestions, and granted me a leave of absence for the purpose of writing this book. Although the time has been, of necessity, limited, no reasonable pains have been spared to secure accuracy. From the literary point of view this work makes no claim upon the reader. It is put forth as a fairly complete chronicle - a chronicle rather than a philosophic his tory of educational events in the city during the past one hundred years. To fill out the record, a preliminary chapter, relating to schools on Manhattan Island prior to 1805, precedes the his tory of the century now closing; and accounts of early schools in other parts of the city are also given. In a popula tion of such magnitude, and still multiplying with a rapidity of progression that seems to outstrip all ordinary calculation, the subject of I lamentory Education, particularly when taken in connexion with the form of our republican institutions, is one of intense interest, and has frequently engaged the de liberations, not only of the Free School Society, but of the Common Council of the City, and we may add of the Legisla ture of the Statef But although improvements, resulting part ly from these deliberations and partly from individual reflection and benevolence, have from time to time been suggested and adorned. Book excerpt: Excerpt from The Public School: History of Common School Education in New York From 1633 to 1904 The review of education in New York, prior to the revolutionary war. Is necessarily fragmentary and im perfect, if not baf ing, owing to the scantiness Of the records, but from them the primacy of the Dutch in in augurating the common school, its continuance by vari ous expedients, weakening with the passing of the years, the rise and decadence of the public grammar sch-001, the licensing of select and fostering of charity schools and the founding of the college appear with sufficient distinctness to warrant the statement that the line of popular instruction was never entirely broken. With independence and statehood, New York soon became prominent in the onward movement of education and her leadership has since been as pronounced as was the original impulse of the colony from which she Sprung.
