Moreover, the intimate nature of close, non-invasive, collaborative work on environmental problems can help establish a secure foundation of mutual understanding and trust. Environmental projects are non-threatening to national security issues and may involve collaborations throughout the international weapons complex. Personal and individual scientific relationships quite often spearhead agreements at the government-to-government level. Environmental and nonproliferation issues are of great importance to the citizens of Russia, to the states of the Former Soviet Union, and to neighboring countries. The activities associated with decontamination and decommissioning of old facilities, environmental restoration, security enhancements, monitoring and surveillance, and risk reduction should provide a significant employment potential for scientists and engineers of the weapons complex of the Former Soviet Union.

The Department of Energy estimates that cleaning up waste and contamination resulting from production activities will cost over $150 billion. Yet even once that money is spent, these sites will need long-term attention to assure protection of human health and the environment. In the authors' words, stewardship refers to 'institutions, information, and strategies needed to ensure protection of people and the environment, both in the short and the long term.' Probst and McGovern make a compelling case for establishing a formal program of long-term stewardship for contaminated sites. Their report details the requirements of a successful stewardship program and discusses the daunting technical and political challenges facing such efforts, including the designation of an institutional home for key stewardship functions. The legacy of environmental damage is considerable; hazardous waste disposal, radioactive waste, and contaminated facilities are among the problems that will remain after DOE cleanup efforts are complete. Stewardship planning, according to Probst and McGovern, must start now.

Book excerpt: “International Energy Forum 1999” was held in Washington D.C. during November 5-6, 1999 in the Hyatt Regency Hotel in Crystal City. Once again the main topic was Nuclear Energy. Various papers presented contained pros and cons of Nuclear Energy for generating electricity. We were aiming to clarify the often discussed subject matter of the virtues of Nuclear Energy with regard to Global Warming as compared to using fossil fuels for the generation of electricity. The latter is also currently the only way to operate our means of transportation like automobiles, planes etc. Therefore emission into the atmosphere of greenhouse gases constitutes the main source of Global Warming, which is absent in the case of Nuclear Energy. These arguments are often put forward to promote the use of Nuclear Energy. However not all is well with the Nuclear Energy. There are the questions of the waste problem so far unsolved, safety of Nuclear Reactors is not guaranteed to the extent that they are inherently safe. If we aim to construct inherently safe reactors, then the economics of a Nuclear Reactor makes it unacceptable.
