Book excerpt: Externally-promoted institutional reform, even when nominally accepted by developing country governments, often fails to deliver lasting change. Diasporans-immigrants who still feel a connection to their country of origin-may offer an In-Between Advantage for institutional reform, which links problem understanding with potential solutions, and encompasses vision, impact, operational, and psycho-social advantages. Individuals with entrepreneurial characteristics can catalyzing institutional reform. Diasporans may have particular advantages for entrepreneurship, as they live both psychologically and materially between the place of origin they left and the new destination they have embraced. Their entrepreneurial characteristics may be accidental, cultivated through the migration and diaspora experience, or innate to individuals' personalities. This book articulates the diaspora institutional entrepreneur In-Between Advantage, proposes a model for understanding the characteristics and motivational influences of entrepreneurs generally and how they apply to diaspora entrepreneurs in particular, and presents a staged model of institutional entrepreneur actions. I test these frameworks through case narratives of social institutional reform in Egypt, economic institutional reform in Ethiopia, and political institutional reform in Chad. In addition to identifying policy implications, this book makes important theoretical contributions in three areas. First, it builds on existing and emerging critiques of international development assistance that articulate prescriptions related to alternative theories of change. Second, it fills an important gap in the literature by focusing squarely on the role of agency in institutional reform processes while still accounting for organizational systems and socio-political contexts. In doing so, it integrates a more expansive view of entrepreneurism into extant understandings of institutional entrepreneurism, and it sheds light on what happens in the frequently-invoked black box of agency. Third, it demonstrates the fallacy of many theoretical frameworks that seek to order institutional change processes into neatly definable linear stages.

Book excerpt: The overall rate of incarceration in the United States has been on the rise since 1970s, skyrocketing during Ronald Reagan's presidency, and recently reaching unprecedented highs. Looking for innovative solutions to the crises produced by gigantic prison populations, Florida's Department of Corrections claims to have found a partial remedy in the form of faith and character-based correctional institutions (FCBIs). While claiming to be open to all religious traditions, FCBIs are almost always run by Protestants situated within the politics of the Christian right. The religious programming is typically run by the incarcerated along with volunteers from outside the prison. Stoddard takes the reader deep inside FCBIs, analyzing the subtle meanings and difficult choices with which the incarcerated, prison administrators, staff, and chaplains grapple every day. Drawing on extensive ethnographic research and historical analysis, Brad Stoddard argues that FCBIs build on and demonstrate the compatibility of conservative Christian politics and neoliberal economics. Even without authoritative data on whether FCBIs are assisting rehabilitation and reducing recidivism rates, similar programs are appearing across the nation—only Iowa has declared them illegal under non-establishment-of-religion statutes. Exposing the intricate connections among incarceration, neoliberal economics, and religious freedom, Stoddard makes a timely contribution to debates about religion's role in American society.

In the late nineteenth century resourceful black businessmen founded ball teams that became the Negro Leagues. In the 1990s most of these nations experienced a fourth radical restructuring of agricultural relations in the twentieth century, and all went through the dramatic transition from communism to capitalism. The author analyzes attempts to activate democracy on a local level and recreate farming structures and non-agricultural businesses based on private ownership and private enterprise. He describes the emergence of a new business class that seeks to dominate local government structures; the recuperation of former communist farming entities by former managers; and the transformation of peasants into rural citizens, who nevertheless remain the underdogs. Swain exposes common features as well as specific divergences between the six countries; he portrays the winners, losers and engineers of transformations. He situates his themes in a wider context that will appeal to a broad range of social scientists and historians.
