Book excerpt: "One of the principal challenges for defense managers in recent years has been to attract military recruits within a reasonable level of recruiting expenditure. This report describes the results of a nationwide experiment designed to provide new data on a key enlistment incentive: the cash enlistment bonus, which is paid to qualified recruits entering critical occupational specialties. The report documents the experiment, explains the analysis of its results, and assesses the effects of enlistment bonuses on the Army recruiting process. It addresses three principal effects of the bonus program: (1) attracting "high-quality" recruits into the Army; (2) encouraging enlistments in hard-to-fill critical specialties; and (3) influencing recruits to sign contracts for longer terms of service. The experimental results show that bonuses have substantial effects on recruiting and are a very flexible policy tool, making them a useful option for management of enlistment flows and for overcoming personnel shortages in critical skills."--Rand Abstracts.

Book excerpt: "This monograph provides an empirical analysis of the enlistment, attrition, and reenlistment effects of bonuses, applying statistical models that control for such other factors as recruiting resources, in the case of enlistment and deployments in the case of reenlistment, and demographics. Enlistment and attrition models are estimated for the Army and our reenlistment model approach is twofold. The Army has greatly increased its use of reenlistment bonuses since FY 2004, and we begin by providing an in-depth history of the many changes in its reenlistment bonus program during this decade. We follow this with two independent analyses of the effect of bonuses on Army reenlistment. As we show, the results from the models are consistent, lending credence to the robustness of the estimates. One approach is extended to the Navy, the Marine Corps, and the Air Force, to obtain estimates of the effect of bonuses on reenlistment for all services. We also estimate an enlistment model for the Navy. The estimated models are used to address questions about the cost-effectiveness of bonuses and their effects in offsetting other factors that might adversely affect recruiting and retention, such as changes in the civilian economy and frequent deployments"--P. iii.

Also, in the same vein, the following comparisons were made: (1) $1000 vs. $3000 bonus, and (2) 2 years free college after 4 years of service vs. 4 years free college after 4 years of service. Book excerpt: The war in Iraq and the problematic military occupation of that country have called into question the adequacy of America's all-volunteer force. Politicians and others have expressed doubts about its equity and capability; some have called for the reinstatement of the draft. Yet over the past twenty years the all-volunteer military has become a technologically advanced force that has contributed to America's overall military advantage. This book analyzes current military pay and personnel policies and identifies changes needed to maintain and improve America's all-volunteer force. Filling the Ranks argues that to attract qualified and motivated volunteers, the armed forces need to offer better tangible inducements—pay, benefits, and training—to accompany such intangible rewards as pride in serving one's country. Many of the policies related to tangible rewards were established shortly after World War II and are no longer effective. Filling the Ranks presents detailed assessments of US military pay and personnel policies in light of the strategic, demographic, economic, and labor realities of the future. It identifies specific problems that today's military career patterns, training, pay, and benefits pose for officers and enlisted men and women in both active duty and reserve forces, discussing such issues as competition with the private sector for talent, the need to restructure compensation, and provision of family support. It offers recommendations for more flexible, adaptive, and effective policies and a blueprint for achieving them.

Available in PDF, EPUB and Kindle. Book excerpt: Faced with a difficult recruiting environment, the Army moved to increase the cap on recruiting bonuses from its current maximum of $20k to $40K. To understand the personnel management implications of raising the bonus cap, the current study estimated its projected impact on Army accessions, specifically applicants' job training and term-of-service (TOS) choices. Using an empirically-based Job Choice Model (JCM), based on actual applicant choice data taken from REQUEST transactions for the first quarter of FY 2005 (n = 18,803), we estimated the model and then simulated applicants' MOS-TOS choices under the existing bonus cap of $20k and a raised bonus cap of $40K. Results of our simulations indicated that the raised bonus cap could increase accessions, particularly among higher quality applicants, to higher priority MOS, about 8-10%, on average, and to longer TOS by roughly 12-17%. At the same time, however, accessions to lower priority MOS are projected to drop about 2%. For Army personnel policy researchers, the methodology, estimates and results of the Job Choice Modeling (JCM) could be used in future efforts to model the impact of bonus policy on Army applicants' enlistment behavior.
