We could propose an unlimited designation whereby any vehicle that can Operate on B20 would automatically qualify as an alter native fuel vehicle. We can propose designation Of B20, given cer tain limitations and restrictions. Another approach is to create a replacement fuel credit option; and this gets a little bit further out Of the box perhaps, which I think we might agree is where we need to be, whereby covered fleets could generate vehicle credits by using B20 or other replacement fuels. They then measure the counterrevolution's trajectory in the elected branches, court rulemaking, and the Supreme Court, evaluate its success in those different lawmaking sites, and test key elements of their argument.
