The authors show that savings from commercial and industrial energy-efficiency programs have provided a positive return on utility investment, and they demonstrate benefits of energy efficiency for Massachusetts households, particularly for low-income households.

Book excerpt: RAND, a nonprofit and nonpartisan research organization, has prepared this report with funding from the Energy Foundation, a partnership of major foundations interested in sustainable energy. In this study, we estimate energy efficiency from measures of energy intensity (the energy consumed per unit of output) that have been controlled for sectoral composition, energy prices, and other factors. In this report we address the public benefits of our estimate of energy efficiency to Massachusetts and find that improvements in energy efficiency in the commercial, industrial, and residential sectors are associated with: (1) A benefit to the state economy since 1977 that ranges from $1,664 per capita to $2,562 per capita in 1998 dollars. (2) Approximately 11 percent lower air emissions from Massachusetts's share of stationary sources in the Northeast Power Coordinating Council. (3) A reduced energy burden on low-income households. This study measures the benefit to the state economy of improvements in energy efficiency in the industrial and commercial sectors from 1977 to 1997. It also predicts the potential future impacts of continued improvements in energy efficiency. This report addresses four key issues and assumptions: (1) This analysis shows that declines in energy intensity are associated with increases in gross state product (GSP), holding sectoral composition, energy prices, and other factors constant. (2) When these other factors are held constant, changes in energy intensity can be an approximation of changes in energy efficiency. Thus, the conclusion is that improvements in energy efficiency are associated with improvements in gross state product.

Book excerpt: The mitigation of greenhouse gases (GHG) and reduced energy consumption in the United States has proven to be a great challenge in the face of climate change. While technological innovation and renewable energy continue to evolve and scale to meet growing energy demands, energy efficiency has been identified as a key resource for achieving climate objectives in a cost-effective and timely manner. Within Massachusetts, much work has been done by regulators, utilities, community groups, businesses, and individuals to enable energy efficiency at various scales and through various frameworks. Yet, for many within the state and across the country, the ability to access efficiency gains has been limited by identified market barriers, program structures, knowledge gaps, supply-chain complexity, perceived benefit and even general apathy towards energy efficiency. As available program resources become more limited and the economy retracts, the need for innovative and sustainable program models has created a moment of opportunity to reconsider the way in which utilities deliver energy efficiency. Based on previous program evaluations, interviews, new case studies, and market information, what follows is an investigation into a proposed retail store model for energy efficiency products and services. This thesis is an investigation into the elements of retail store that could make the model viable in Massachusetts, the benefits and costs of such a model, and a review of how energy efficiency and retail stores work to encourage consumers to purchase efficiency. A proposed retail store, "The Greatest Generation", addresses many of the market transformation barriers for energy efficiency while providing a consumer-focused platform that is scalable, cost-effective for utilities, and more able to penetrate the market for energy efficiency. The development of a pilot utility-funded retail store using a third-party private operator is a viable option within Massachusetts to address climate change.

This thesis attempts to bridge this gap by documenting how the need for thousands of weatherization workers might be handled in a way that not only stimulates the national economy-the primary goal of the current national economic stimulus effort--but also provides Auditor and Installer jobs for marginalized workers in a way that leads to fruitful long-term employment. Based on my review of ramp-up and weatherization efforts in Massachusetts, I find that collaborative efforts involving existing Community Action Programs, labor unions, Utility companies, neighborhood organizations and educational institutions that prioritize training for long-term skill development may well be possible to promote energy efficiency in a way that addresses both our long-term need to reduce the burning of fossil fuel and our urgent need to stimulate the US economy and improve the economic lot of the most marginalized in US society.
