The contributors in this collection study developments in Malaysia’s dominant party, the United Malays National Organisation (UMNO) and discuss the question of whether UMNO is in fact at an end. The answers to its future lie in part with a better understanding of its past and present. The authors draw attention to issues of party identity, leadership, membership, governance, institutional change, party financing, internal divisions and its relations with different communities and the public at large. This book tells the full story of this historic election, combining a sharp analysis of the voting data with consideration of the key issues, campaign strategies, and mobilization efforts that played out during the election period in April and May 2018. This analysis is then used to bring fresh perspectives to bear on the core debates about Malaysian political ideas, identities and behaviours, debates that continue to shape the country's destiny. However optimistic many Malaysians may be for the possibility of a more representative, accountable, participatory, and equitable polity, the authors do not see GE14 as a clear harbinger of full-on liberalization in Malaysia. While the political aftermath of the election continues to play out, the authors provide a clarion call for deeper, more critical, more comparative research on Malaysia's politics. They complicate well-known angles on and elevate too-little-studied dimensions of Malaysian politics, and suggest agendas for empirically interesting, theoretically relevant further research. Book excerpt: In late February 2020, the Mahathir Mohamad-led Pakatan Harapan (Harapan, or Pact of Hope) government ended abruptly. Amidst ensuing confusion, Muhyiddin Yassin led defecting Harapan Members of Parliament, joined by UMNO and PAS, in an ad hoc Perikatan Nasional (PN, or National Alliance) coalition to form a 'backdoor government'. The PN protagonists cast themselves as a 'Malay-Muslim front' for preserving Malay dominance. Yet they unwittingly exposed the parlous state of their 'Malay politics', as shown by an absence of 'Malay unity', strongly contested claims to represent the Malays, intense party factionalism, and subverted leadership transitions. The parlousness of Malay politics emerged from the failure of the Malay political class to meet many challenges between 1997 and 2018. As the New Economic Policy and Vision 2020 political orders shed their combined twenty-five-year hegemony, Malay politics could not recover its declining popular support and legitimacy, or craft a fresh, broadly supported settlement. The present is an unsettled conjuncture: the old order is passing while Harapan's experimental regime has been subverted. Yet Malay politics is unable to reform or tackle current issues authoritatively. Instead Malay politics has turned inwards and precipitated a disorder of the political system.

Available in PDF, EPUB and Kindle. Book excerpt: he Pakatan Harapan (PH) coalition won Malaysia’s 14th general election on 9 May 2018, the first time a regime change took place in the country. However, it lost its majority in late February 2020, when Parti Pribumi Bersatu Malaysia (BERSATU) left the coalition. The four parties in PH had very different ideologies, especially when it comes to issues of race and religion. But despite taking various steps to create a coalition agreement, the more fundamental differences were never reconciled during the coalition’s time in power. PH won GE-14 with a relatively low level of support from the ethnic Malays, who perceived it to be a coalition dominated by the mainly Chinese DAP. Fearmongering about how PH and the DAP were a threat to Malay privileges further weakened PH while in government. Furthermore, BERSATU disliked the possibility that Parti Keadilan Rakyat (KEADILAN) president Anwar Ibrahim might succeed Mahathir Mohamad as prime minister. They did not trust Anwar to champion the Malay agenda if he became prime minister. BERSATU decided as early as in 2019 to explore leaving PH to form a new Malay-led government, and saw the departure as a necessary step for a better chance at winning GE15. This was a controversial decision and it created a major rift within BERSATU itself, with party chairman and then Prime Minister Mahathir Mohamad refusing to accept the party’s decision to leave PH. Following Mahathir’s sudden resignation on 24 February 2020, BERSATU immediately announced their departure from PH. This led to a series of events that culminated in the collapse of PH and the formation a Perikatan Nasional government led by the three biggest Malay parties, UMNO, BERSATU and PAS. The whole episode shows that any coalition or political parties that wish to govern Malaysia must not ignore sentiments among the Malays, especially those in rural areas.

Malaysia, where an intimate relationship has been forged between the state and business in an effort to create Malay capitalists, presents an interesting and illuminating case in the debate. In this work Peter Searle identifies the complex interaction between the state, the dominant political party (UMNO) and business as the source of dynamism or defeat in the development of Malay capitalists. He also challenges a common view that Chinese business groups are completely different from Malay business groups. Overall this study argues against drawing sharp contrasts between dependency and self-reliance, between state and capital, and between rent-seekers and true 'productive' capitalists. For it is from that amalgam of categories and groups the study concludes that a form of capitalism is emerging in Malaysia which is nonetheless remarkably dynamic and resilient, despite its unorthodox origins.
