The main forces that are pushing wages up include the reforms in the late 1990s that re-established a flexible labor market in China, the decrease of the growth of China's labor force; and the slow-down of China's rural-to-urban migration.

As with the Soviet experience, it pursued a policy of “primitive socialist accumulation” whereby the state appropriated agricultural surplus and restricted workers’ consumption in support of industrial growth. Focusing on the daily operations of planning in the ethnically mixed city of Cluj from 1945 to 1955, this book argues that socialist accumulation was deeply contradictory: it not only inherited some of the classical tensions of capital accumulation, but also generated its own, which derived from the multivocal nature of the state socialist worker as a creator of value, as living labour, and as a subject of emancipatory politics.

It is not clear whether the campaign for 'An End to Cheap Labour' marks a complete turnaround in union fortunes, but it could mark an important first step in that direction. The following sections analyse the nature and effects of this campaign, starting with an overview of relevant aspects of the existing economic structure, followed by an assessment of the position of Czech trade unions at the time of its initiation based on the power resources approach.
