We use the European Union Statistics on Income and Living Conditions (EU-SILC) for 2011-2019. We find that educational attainment is a major factor determining the probability of employment among persons with disabilities. In particular, the employment effects of tertiary education are much larger among persons with disabilities than among non-disabled people: that is, having a disability is a greater disadvantage for less educated than for better educated people. We provide evidence that the endogeneity of educational attainment does not drive these findings. We also uncover substantial heterogeneity in the role of education between countries. In more developed countries, the employment status of persons with disabilities is generally less dependent on their educational attainment. Overall, we estimate that 20% of the disability employment gap in the 25-34 age group can be attributed to the gap in education between individuals with and without disabilities.

Our research examines this disability employment gap, looking specifically at its variation by country and gender. Additionally, we test the influence of labour market policies - testing both the social investment perspective and the welfare scepticism perspective - on the size of the gap, in an effort to determine whether a more generous welfare state raises or lowers the employment rate of people with disabilities. Using the European Union Statistics on Income and Living Conditions (EU-SILC), we show that Southern European countries have the smallest disability employment gap. Whereas stricter employment protection legislation is found to be beneficial for people with disabilities on the labour market, other labour market policies specifically intended to benefit this group do not strongly affect their chances on the labour market. Available in PDF, EPUB and Kindle. Book excerpt: The raw gap between the employment rates of disabled and non-disabled people in the UK was 33 percentage points in 2019. We decompose this Disability Employment Gap (DEG) into characteristics and structural components using Oaxaca-Blinder decomposition methods, addressing two well-known methodological issues: (i) we frame the index problem in terms of alternative counterfactual scenarios; (ii) we adopt a decomposition of the structural component that is invariant to the choice of omitted category. We construct counterfactual scenarios to demonstrate how the DEG would change if inequalities in education were eliminated or structural barriers to employment were removed. If the average education levels of disabled people were raised, ceteris paribus, to those of non-disabled people, the DEG could be reduced by just 4pp (12%). If structural barriers were eliminated, the DEG could be reduced by over 28pp (85%), a quarter of which would be achieved through eliminating barriers faced by people with no formal qualifications. These findings challenge the notion that tackling supply side issues alone would substantially reduce the DEG and highlight the continued relevance of barriers in the labour market that are disproportionately hindering the employment prospects of disabled people.
