Book excerpt: This book explores the issue of salinization in the context of contemporary conflicts about irrigation, water, and the environment in Australia, considering the Murray-Darling Basin in particular. It provides an environmental and social history charting the transformation of rural communities in the basin through the salinization of soils and water. Focusing on the Goulburn-Murray Irrigation district in the southwest of the Murray-Darling basin – the largest irrigation district in Australia – it explores the history of state-directed, large-scale engineering in the district, where the environment has been altered dramatically to facilitate white agricultural settlement inland. Changes to the landscape led to extensive salinization, however – a significant environmental threat in Australia. This book traces the impact of these changes on rural communities, taking a ‘bottom-up’ approach, highlighting the connections between environmental, social, and political change. It provides an important reflection on the importance of environmental history for facing the challenges posed by anthropogenic climate change.

This book details the role that the Australian Government has played in the making of rural and regional Australia, particularly since World War II. Policy areas addressed include agriculture, water, education, welfare and population, natural resource management, resource extraction, Indigenous and affairs, localism, rural research and regional innovation, Youth Affairs and the devolution of regional governance. Overall two distinct policy strategies can be observed: one wherein the government saw its role as part of the entrepreneurial state and a sector wherein government has increasingly taken itself out of industry development, leaving this role to the market. Having considered these strategies and their impacts, the book concludes that policy over the past 40 years has not in fact contributed to a more vibrant, prosperous rural and regional Australia. Rural and Regional Futures concludes with several chapters looking to the future. One chapter explores what the role of the state can be within a social market economy while the final chapter gives consideration to the initial steps rural communities will need to take to begin the process of revitalisation. While these materials present as a case study of developments in Australia, the policy shift from the Government as entrepreneur to a focus on markets is an international one and as such, the insights offered by this book will have wide appeal.

Book excerpt: In the continued quest for increased economic benefits from our water resources, numerous structures and operating policies for controlling the river flow have been built and implemented. These structures and associated operating policies can facilitate navigation; they can provide greater quantities of reliable water supplies to meet agricultural, industrial and municipal water demands; they can generate hydroelectric power and energy; and they can provide increased flood protection, recreation, and other benefits. Over the past half-century we have converted many of our rivers into engineered waterways. These straightened, often periodically dredged, engineered rivers are complete with dikes, reservoirs, weirs, and diversion canals. All this engineering has enhanced economic development. However, as rivers and their floodplains become stressed from the excessive use and misuse of their resources, their contribution to economic development can be threatened. Evidence of economic and ecological degradation, especially in relatively large river systems such as the Danube, the Mississippi, the Rhine, and the Volga, has increased our appreciation of beneficial roles natural aquatic and terrestrial ecosystems play in water quantity and quality management. We have recognized the need to pay more attention to letting nature help us regulate water quantity and quality rather than working against nature and its variabilities and uncertainties. Today there are efforts underway in many developed river basins to 'de engineer' or return these straightened and controlled rivers to a more natural state.

Her doctoral thesis was awarded the 2013 Margaret Medcalf Prize by the State Records Office of Western Australia for excellence in reference and research, and shortlisted for the Australian Historical Association's Serle Award for the best postgraduate thesis in Australian History. In 2013, Morgan was a visiting scholar at the Bill Lane Center for the American West at Stanford University. She has presented at international conferences at Renmin University in Beijing (co-sponsored by the Rachel Carson Center for Environment and Society); the Australian Historical Association in Wollongong; the European Society for Environmental History in Munich; and the International Water History Conference in Montpellier. Morgan has recently co-edited a volume of Studies in Western Australian History and is currently editing a volume of History of Meteorology. She is a member of the Australian Historical Association, the Australian Garden History Association, and the International Commission for the History of Meteorology. She also coordinates the 'Making Public Histories' seminar series, which is a joint initiative with the History Council of Victoria and the State Library of Victoria. Although still in her early career, Morgan has published several dozen articles in peer-reviewed journals, and in outlets such as The Conversation and The West Australian.
