The content of the book differs from the content of this paper and is not related to the questions posed in this research.1 Part II of this research gives a detailed overview of what security actually means in global politics and how key players understand it. General definitions and theory allows us to understand the major parts of this thesis (part III and IV). Part III describes different approaches to security in IR theory and explains it on the basis of European political integration. The historio-political analysis in this part shows the evolution of a CFSP and the ESDP. Institutionalization processes within the European Union explain the current status of the EU’s foreign policy, which is a status in process without having a clear and defined goal. This part includes the legal dimension of the EU’s foreign policy as well and describes the problematic situation Europeans currently have to face, namely disputes about the legal personality of the European Community and the European Union. Part IV is the second major part of the paper and deals with security challenges and the impact of the EU’s foreign policy on transatlantic relations and/or vice versa. As it will be seen, what is meant by locality is not scientists' working on local issues but addressing to a group limited to one's own country only. For instance, a scientific paper published in Turkey about a village or borough in Ankara might not easily exceed the narrow restriction of locality. Likewise, publishing in Dutch a scientific work on a historical or social problem in the city of Leiden would be hardly possible to provide scientifically influential conclusions.

The constraints that affect the formal relationship between the two organizations are well-covered terrain in the academic literature – including by most of the contributors to this volume; however, the popular argument that the EU and NATO simply do not cooperate in any substantive way warrants deeper investigation, both theoretically and thematically. Thus, EU-NATO relations might not at first seem like an under-researched area, but much of the existing literature on the issue re-engages oversimplified and formulaic statements about the nature, quality, and practice of interactions between the EU and NATO. This volume aims to develop the EU-NATO research agenda by pursuing three key objectives: (1) reduce the lacuna of theoretically informed analyses of the relationship, (2) add empirically and analytically rigorous case studies to the relevant body of literature, and (3) point to possible developments and solutions in the 'Strategic Partnership'.
