The administration of the school leaves the principal and the teachers peculiarly free to modify their methods of teaching and the subject matter of instruction whenever it seems best to do so in View of the best interests of the pupils and in accordance with the best accepted educational practice. The specific changes that have been made are noted in the introductory statements under each subject. Book excerpt: Excerpt from The Organization of Instruction Materials: With Special Relation to the Elementary School Curriculum For a number of years the writer has been engaged in training teachers for elementary and secondary schools. During this time he has had excellent opportunities to observe the struggle of beginning teachers in their attempts to interpret courses of study. He has frequently had occasion to listen to expressions of discouragement from teachers of experience, both trained and untrained, who were attempting to follow courses of study that failed to give a clear statement of the subject matter to be taught and the method of teaching it. Often he has found such teachers to have recourse to courses of study of other systems in spite of the fact that the fundamental plan of such courses might not be in harmony with that of the system to which it was being adapted. The present study is an attempt to show how such courses of study may be made of greater service to teachers in their task of making instruction materials meaningful, of bringing about organization of knowledge on part of children. The assumptions in the discussion of this problem are as follows, (1) The course of study of a school system is a plan of action for the teachers of the system; it must therefore indicate clearly what is to be taught and how such materials are to be made real experiences on part of children. (2) The object of teaching must be the organization of experiences by children with a view of making them available for further use and, for this reason, helps given teachers on "how to teach" must concern themselves largely with the problem of how children's experiences are to become organized. I am greatly indebted to Professor Frank M. McMurry for helpful suggestions and criticisms in making the study; to the works of Professors Dewey and I. E. Miller for a statement of the psychology of thinking; to Dr. William H. Kilpatrick for suggesting the final arrangement of chapters; to the critic teachers of the William McGuffey School of Miami University for supplying some of the illustrations of children's organizations of the third chapter and for trying out the concrete plans of the fifth chapter. Book excerpt: Excerpt from Programme of Studies for the Elementary School: Grades I to Vi Learning to read in the modern way is as simple and natural as learning to talk. The teacher bases her procedure on the principle that as a child learns to talk by talking, so he learns to read by reading. This principle being accepted, teaching to read resolves itself into providing the pupil with plenty of suitably graded reading material, and standing by to help him in his use of it. The modern teacher begins by teaching the pupil to recognize in print, on the blackboard and card, eight or ten of the words used in the first few pages of the primer. She does this by associating the words with pictures; as, boy, girl, cat, dog, etc.; or with actions; as, run, play, jump. If the teacher prefer, She may begin by teaching the pupils to recognize a few Simple sentences as wholes. When the chil dren become familiar with these, they begin to distinguish the separate words of which they are composed, and quickly learn to recognize the more important and striking Single words wherever they see them. As soon as the pupil knows a few words, the teacher begins arranging them for him in simple sentences, and having him read, that is, look at the sentence and tell the story, or perform the action. After the pupil has done this, he should be allowed to read his sentence orally. To say the words aloud is not necessarily reading, however; to read means to get thought. In each lesson the teacher presents a little group of new sentences made from the old words and including one or two new Words. The new words Should be so chosen and so placed that the child may be able to guess the meaning Of the unknown word from the known context. The teacher trains him to do this; it is the first and fundamental device used by all readers young and old. Each day the pupil reviews the old words in new ar rangements; each day he adds one or two new words to his stock, learning to read by reading. The first normal school established in the United States recently celebrated its fiftieth anniversary. It was founded at Lexington, Massachusetts, in 1839. The num ber of public normal schools supported by the state or municipal governments has increased since that year to 167, enrolling students, and graduating nearly per annum. To this number are to be added 1 78 private normal schools, with an aggregate of students and graduates. In 1880 there were 240 normal school students in each million of inhabitants; in 1897 there were 936, or nearly four times as many in each million. Simple conditions have been growing complex. Small institutions have been growing large. Increased specialization has been multiplying human interdependencies and the consequent need of coordinating effort. Democracy is increasing within the Nation; and growing throughout the world. All classes are aspiring to a full human opportunity. Never before have civilization and humanization advanced so swiftly. As the world presses eagerly forward toward the accomplishment of new things, education also must advance no less swiftly. It must provide the intelligence and the aspirations necessary for the advance; and for stability and consistency in holding the gains. Education must take a pace set, not by itself, but by social progress. The present program of public education was mainly formulated during the simpler conditions of the nineteenth century. In details it has been improved. In fundamentals it is not greatly different. A program never designed for the present day has been inherited.
