Book excerpt: Interest is developing in a multipurpose prepaid smart card commonly known as the electronic purse, intended to facilitate a variety of small-value financial transactions. Such cards would be a substitute for currency. This paper begins with an overview of smart card technology, the advantages and drawbacks of electronic purses, and the barriers to development of electronic purse systems. It then reviews major electronic purse projects and other prepaid card applications that are under way or planned worldwide, such as the Mondex system and the UBI home electronic highway project. Finally, the paper examines some key policy issues associated with the use of electronic purses, particularly in the Canadian context. These issues include regulatory issues in the payments system, security and fraud issues, legal monopolies on notes and coins, seigniorage, and monetary policy implications. The appendix includes a list of major electronic purse projects by country.

This book aims to provide reasons for this slow adoption of electronic purses by comparing user adoption between Nigeria and the United Kingdom to arrive at the salient factors which are responsible for discouraging the adoption of this technology.
