Book excerpt: Electronic monitoring of a curfew has become an integral part of the criminal justice system and its use has increased from 9,000 cases in 1999-2000 to 53,000 in 2004-05. This report examines its cost effectiveness and covers: whether breaches of curfew are detected and dealt with promptly; the cost compared to custody; the impact on the offending behaviour. The main conclusion is that electronic tagging does offer value for money but effectiveness is undermined by delays in fitting tags and delays in responding to breaches of curfew.

Book excerpt: Electronic monitoring or tagging, allows offenders who might otherwise be imprisoned to be released on curfew, with restrictions imposed on their liberty. This report focuses on the electronic monitoring of adult offenders, which account for nearly 80% of cases. The report, by the Committee of Public Accounts follows on from one by the NAO (HCP 800, 05/06 ISBN 0102936773), and sets out a number of findings, recommendations and conclusions, including: that tagging is cheaper by some £70.00 per offender on average, than prison; that the Home Office needs to implement a timetable for providing all prisons that release prisoners on Home Detention Curfew with access to the Police National Computer, and that all records should be transferred with prisoners when they are moved between prisons; prison governors should be kept informed about whether prisoners have offended when on curfew; more than 1,000 serious crimes have been committed by offenders released early from jail on electronic tags monitored by private companies, further research is required to assess if electronic monitoring helps reduce re-offending and promotes rehabilitation; prisoners released on Home Detention Curfew should be able to continue their education and training and that probation officers should help prisoners do this.

Because prisoners face restrictions on liberty and autonomy, have limited privacy, and often receive inadequate health care, they require specific protections when involved in research, particularly in today's correctional settings. Given these issues, the Department of Health and Human Services' Office for Human Research Protections commissioned the Institute of Medicine to review the ethical considerations regarding research involving prisoners. The resulting analysis contained in this book, Ethical Considerations for Research Involving Prisoners, emphasizes five broad actions to provide prisoners involved in research with critically important protections: • expand the definition of "prisoner"; • ensure universally and consistently applied standards of protection; • shift from a category-based to a risk-benefit approach to research review; • update the ethical framework to include collaborative responsibility; and • enhance systematic oversight of research involving prisoners.
