This means that the 2002 Regs. lack prospective effect. S.I. 2003/2500 ensures that the 2002 Regs. apply to the legislation that was amended by S.I. 2003/2498. These Regs. also apply the 2002 regs. to S.I. 2003/773 and 2003/774. (All the relevant legislation is listed in the Schedule to S.I. 2003/2500)

It is a tour de force to be savored and returned to over and over again.
