Book excerpt: Research shows that minority children enter the labor market with lower levels of acquired skill than do white children. This paper attempts to analyze one possible cause: the impact of a perceived lack of future opportunities on the human capital development of minority children. I take advantage of changes in affirmative action laws in California and Texas as a natural experiment and employ both difference-in-difference-in-difference and fixed effects methodologies to test for changes in achievement test scores among minority children. The results show a significant negative impact among black children of all ages in the affected states.

Using state-wide Texas administrative data, we measure the effect of affirmative action on racial gaps across the pre-treatment test score distribution. When affirmative action is re-instated, racial gaps in SAT scores, grades, attendance, and college applications fall. Average SAT scores for both whites and minorities increase, suggesting that reductions in racial gaps are driven by improvements in minorities' outcomes. Increases in pre-college human capital and college applications are concentrated in the top half of the test score distribution.

Book excerpt: Affirmative action is one of the central issues of American politics today, and admission to colleges and universities has been at the center of the debate. While this issue has been discussed for years, there is very little real data on the impact of affirmative action programs on admissions to institutions of higher learning. Susan Welch and John Gruhl in this groundbreaking study look at the impact on admissions of policies developed in the wake of the United States Supreme Court's landmark 1978 Bakke decision. In Bakke, the Court legitimized the use of race as one of several factors that could be considered in admissions decisions, while forbidding the use of quotas. Opponents of affirmative action claim that because of the Bakke decision thousands of less-qualified minorities have been granted admission in preference to more qualified white students; proponents claim that without the affirmative action policies articulated in Bakke, minorities would not have made the gains they have made in higher education. Based on a survey of admissions officers for law and medical schools and national enrollment data, the authors give us the first analysis of the real impact of the Bakke decision and affirmative action programs on enrollments in medical and law schools. Admission to medical schools and law schools is much sought after and is highly competitive. In examining admissions patterns to these schools the authors are able to identify the effects of affirmative action programs and the Bakke decision in what may be the most challenging case. This book will appeal to scholars of race and gender in political science, sociology and education as well as those interested in the study of affirmative action policies. Book excerpt: We study a structural model of college admissions framed as a contest between a continuum of students for enrollment in a continuum of colleges where the contest outcome is decided by the students' choice of human capital (HC). Students have private information about their learning costs, and colleges have heterogeneous, observable qualities. Our economic model is inspired by methods from the empirical auctions literature and allow us to separately identify the roles of school quality, HC, and unobserved learning costs on post-college household income. We use our estimates to conduct counterfactual experiments comparing different college admissions rules including color-blind admissions, a proportional quota for minority students, and means-tested affirmative action (AA). An AA ban would result in a large migration of minority students out of the best schools and into the lowest quality schools with a corresponding reduction in household income and mean graduation rates. However, the signs and magnitudes of changes to HC investment and individual graduation rate depend on the demographics and learning cost type of the particular student in question. We also argue that a means-tested AA plan does not significantly increase racial diversity. Finally, our estimates imply that the competitive incentive to accrue HC is stronger than the productive incentive for all but the top 4% achieving students.

Book excerpt: The first chapter, "Do Affirmative Action Bans Lower Minority College Enrollment and Attainment? Evidence From Statewide Bans" (forthcoming, Journal of Human Resources, Spring 2012) examines whether minority students were less likely to enroll in a four-year public college or receive a degree following a statewide affirmative action ban. Previous studies of affirmative action focus on drops in the enrollment of under-represented minorities (URMs) at top public institutions after the elimination of racial preferences. Using institutional data, I show that the effects of the bans were limited to these large drops at elite public institutions. Furthermore, students displaced from top universities were mostly absorbed by other campuses, resulting in very small drops in the number of minority students enrolling in college. Finally, I provide evidence that fewer black and Hispanic students graduated from four-year public universities after the bans. The second chapter, "Were Minority Students Discouraged From Applying to University of California Campuses After the Affirmative Action Ban?" (with Kate Antonovics), examines college applications. We show that the most highly qualified minority UC applicants were no less likely to apply to Berkeley or UCLA after Proposition 209, despite sharp drops in admissions probability. The middle 50 percent of URMs reduced their application rate to top UC campuses after Proposition 209, but also experienced large drops in admissions probability and shifted applications to less selective UCs. Given these findings, we conclude that there is little evidence of reduced minority interest in the UC system after the removal of racial preferences. In the third and final chapter, "Effort Levels of Minority High School Students Under Affirmative Action: Evidence From Bans in California and Texas"' (with Kate Antonovics and Valerie Ramey), we examine whether minority high school students spent less time investing in human capital after affirmative action bans. To evaluate these possibilities, we use both test scores and other measures of effort and find little evidence that minority students reacted to the bans by decreasing effort.

Most agree that it began as noble effort to jump-start racial integration; many believe it devolved into a patently unfair system of quotas and concealment. Now, with the Supreme Court set to rule on a case that could sharply curtail the use of racial preferences in American universities, law professor Richard Sander and legal journalist Stuart Taylor offer a definitive account of what affirmative action has become, showing that while the objective is laudable, the effects have been anything but. Sander and Taylor have long admired affirmative action's original goals, but after many years of studying racial preferences, they have reached a controversial but undeniable conclusion: that preferences hurt underrepresented minorities far more than they help them. At the heart of affirmative action's failure is a simple phenomenon called mismatch. Using dramatic new data and numerous interviews with affected former students and university officials of color, the authors show how racial preferences often put students in competition with far better-prepared classmates, dooming many to fall so far behind that they can never catch up. Mismatch largely explains why, even though black applicants are more likely to enter college than whites with similar backgrounds, they are far less likely to finish; why there are so few black and Hispanic professionals with science and engineering degrees and doctorates; why black law graduates fail bar exams at four times the rate of whites; and why universities accept relatively affluent minorities over working class and poor people of all races. Book excerpt: The empirical literature on Affirmative Action (AA) in college admissions tends to ignore the effects admissions policies have on incentives of students to invest developing pre-college human capital. We explore the incentive effects of AA using a field experiment that creates a microcosm of the college admissions market. Our experimental design is based on the asymmetric, multi-object, all-pay auction framework in Bodoh-Creed and Hickman (2014). We pay 5th through 8th grade students based on their performance on a national mathematics exam relative to other competitor students, and observe the use of a study website as students prepare for the exam. An AA treatment favors "disadvantaged" students by reserving prizes for lower grade students who on average have less mathematics training and practice. We find that the AA policy significantly increases both average time investment and subsequent math achievement scores for disadvantaged students. At the same time, we find no evidence that it weakens average human capital investment incentives for advantaged students. We also find strong evidence that AA can narrow achievement gaps while promoting greater equality of market outcomes.

Legal statutes have entrenched discriminatory practices within the admissions process, perpetuating the underrepresentation of students of color at top-tier institutions. Given this reality, the imperative for institutions to promote diversity through affirmative action remains crucial. However, recent legal challenges against affirmative action threaten to reinforce the status quo, potentially perpetuating the dominance of predominantly white institutions in higher education. This book takes an historical look at the pivotal role affirmative action has played in higher education. It examines the admissions process through the eyes of a beneficiary of affirmative action and is the first text to share insights on the role eligibility plays in allowing universities to consider race in admitting applicants. Detailed are the different types of affirmative action and how some colleges and universities use the policy as a tool to consider race and ethnicity as part of a holistic evaluation of applicants. This work makes the case that race-conscious admissions practices remain necessary in the fight for racial equity in higher education.
