Book excerpt: Short-term training measures are the most important intervention of German active labor market policy in terms of persons promoted. However, evidence on the impacts of programs is missing. This study analyzes the effects of these programs on the individual unemployment duration in West Germany. By applying a multivariate mixed proportional hazards model, we are able to consider information of the timing of treatment in the unemployment spell as well as observable and unobservable factors to control for selectivity. Moreover, we allow treatment effects to vary over time and take account of heterogeneity in the effects due to individual differences.

Book excerpt: "Long-term public sector sponsored training programs often show little or negative short-run employment effects and often it is not possible to assess whether positive long-run effects exist. Based on unique administrative data, this paper estimates the long-run differential employment effects of three different types of training programs in West Germany. We use inflows into unemployment for the years 1986/87 and 1993/94 and apply local linear matching based on the estimated propensity score to estimate the effects of training programs starting during 1 to 2, 3 to 4, and 5 to 8 quarters of unemployment. The results show a negative lock-in effect for the period right after the beginning of the program and significantly positive treatment effects on employment rates in the medium- and long-run. The differential effects of the three programs compared to one another are mainly driven by differences in the length of the lock-in periods"--Forschungsinstitut zur Zukunft der Arbeit web site.

Book excerpt: For selected target groups, such as unemployed and disadvantaged youth, Christoph Ehlert demonstrates that flexible and well-targeted programmes significantly improve employment chances. To be effective, these programmes must combine individual coaching, classroom training and temporary work. Apart from the programmes, the organisational framework in which the programmes are allocated also influences the outcome. The author shows that the introduction of customer service centres, that streamlined the customers through the counselling and placement process, helped little in bringing unemployed back to work, while the introduction of action programmes even worsened the situation for the unemployed and job-seekers. Whereas the introduction of new placement software in German employment agencies led to an increase in regular employment and to more sustainable placements that exhibit longer tenures.

We base our empirical analysis on a new administrative data base that plausibly allows for selectivity correction by microeconometric matching methods. We identify the effects of different types of training programmes over a horizon of more than seven years. Using bias corrected weighted multiple neighbours matching we find that all programmes have negative effects in the short run and positive effects over a horizon of about four years. However, for substantive training programmes with duration of about two years gains in employment probabilities of more than 10% points appear to be sustainable, but come at the price of large negative lock-in effects"--Forschungsinstitut zur Zukunft der Arbeit web site.
