Book excerpt: A 'bottom up' regional Computable General Equilibrium Model (CGE) model for Vietnam is constructed for 28 commodities and 8 regions (using a GSO input-output table for 2005). The model is used to analyze the recent dramatic increases in the world price of rice on the regional economy of Vietnam, and the Vietnamese policy response to limit exports. Although results show limited 'pro-poor' outcomes, the CGE model and a micro-simulation (using 2006 VHLSS - Vietnamese Household Living Standard Survey data) show that recent rice export quotas resulted in falls total rural savings as measured by the difference in total income less total production cost and consumption of rice. The structure of the paper is as follows. Section two provides the background and reviews existing studies in Vietnam that have tried to estimate the welfare impact of government policies in rice market. Section three describes the methods and data. The results from the CGE model and micro-simulation on household data are discussed in section four. Section five offer concluding remarks.

Book excerpt: The marketing and policy research on rice of the International Food Policy Research Institute (IFPRI) is described, and the conclusions and recommendations are discussed in the context of the decisionmaking processes in Viet Nam. The role of IFPRI's publication and communications in informing the policy environment are discussed. The author describes the perceptions of partners and stakeholders of the influence of the outcomes of the IFPRI project. They show that the research was regarded as being of high quality, independent, rigorous, and timely. A strong foundation of primary and secondary data gathering and analysis from Viet Nam gave the modeling work on policy options a high degree of credibility among key policymakers. Linking the spatial equilibrium model with income distribution analysis based on national household surveys allowed IFPRI to satisfy policymakers that relaxing rice export quotas and internal trade restrictions on rice would not adversely impact on regional disparities and food security and would have beneficial effects on farm pricesand poverty, giving a degree of confidence to policymakers that relaxing the controls would be in Viet Nam's national interest. They made these decisions earlier than would have been the case without the IFPRI research. A framework for the evaluation of policy research and advice is described, which explicitly recognizes the possibility of alternative suppliers of these two components to IFPRI. The framework is used to assess the impact of IFPRI's research with Viet Nam on alternative internal and external trade policies for rice in that country. The policy assessment framework is used to measure the economic impact of the policy changes, and the contribution of IFPRI's work with Viet Nam on the policies from 1995–97. Around 40 percent of the contribution of IFPRI is estimated to have accrued to the rest of the world as Viet Nam is now a major player in world rice trade.

This book examines how government policies caused and responded to soaring world prices in the particular case of rice, which is the world's most important source of calories for the poor. Comparable case studies of policy reactions in different countries, principally across Asia, but also including the USA, provide the understanding necessary to evaluate the impact of trade policy on the food security of poor farmers and consumers. They also provide important insights into the concerns of developing countries that are relevant for future international trade negotiations in key agricultural commodities. Book excerpt: In March 2019, the government of the Philippines promulgated a bill called the Rice Tariffication Law (RTL). It has dramatically changed the policy landscape in the rice sector and generated heated debates on how it would affect food security and poverty. This study explores the welfare effects of this reform across different types of households. We rely on the IRRI Global Rice Model to simulate the domestic price effects of the reform (Balié and Valera, 2020) and the Family Income and Expenditure Survey (FIES) to study the welfare impact of these price changes. Our results show that the RTL reduces consumer and producer rice prices, which affects households on the production and the consumption sides. Because a large majority of households are net buyers of rice and the policy reform reduces rice prices, most households benefit from the reform. Overall, the effects of the reform on poverty are beneficial. The poorest quintiles are positively affected, while the richest quintiles are unaffected or slightly worse-off. Spatially, the poorest regions also benefit the most. However, the rice growers who are net sellers are negatively impacted. The government should seek to mitigate the negative effects on non-competitive rice growers. Investments in public goods and services are a promising option to ease the emergence of on-farm and off-farm businesses as more profitable alternatives to rice production.

Book excerpt: Abstract: In many poor countries, the recent increases in prices of staple foods raise the real incomes of those selling food, many of whom are relatively poor, while hurting net food consumers, many of whom are also relatively poor. The impacts on poverty will certainly be very diverse, but the average impact on poverty depends upon the balance between these two effects, and can only be determined by looking at real-world data. Results using household data for ten observations on nine low-income countries show that the short-run impacts of higher staple food prices on poverty differ considerably by commodity and by country, but, that poverty increases are much more frequent, and larger, than poverty reductions. The recent large increases in food prices appear likely to raise overall poverty in low income countries substantially.
