In Inequality in Transport, David Banister addresses this complex problem, first through an exploration of inequality, its nature, measurement and extent. He then links inequality and the transport sector through detailed analysis of the variations in daily and long-distance travel in Great Britain over a ten-year period. He argues that there must be a much wider interpretation of inequality--one that links actual travel with measures of wellbeing and sustainability, recognizing that these will change over time. In drawing his findings together, he concludes that there must be new thinking in transport policy and planning if transport inequalities are to be alleviated.

Book excerpt: As America's oldest roads reach the end of their useful life, traffic congestion continues to worsen, and the nation's primary federal transportation financing vehicle (the Highway Trust Fund) approaches insolvency, U.S. policymakers must consider ways to incentivize alternative modes of transportation such as public transportation. In addition to providing accessibility, public transportation also plays a role in reducing carbon emissions and easing traffic congestion--two very serious concerns for American metropolitan areas. In the next few decades, Americans will almost certainly have to drive less and rely more on public transit for the sake of our environment and infrastructure. It is essential to identify policies that incentivize these changes among Americans on all points of the economic spectrum. This paper examines the rates of public transportation use among American workers and seeks to identify the key factors explaining transit use and how those factors vary across income levels. Prior research has investigated both supply-side and demand-side factors explaining Americans' transit use, but few studies, if any, have examined to what extent these explanatory factors vary at different levels of income. Although public transit is frequently cited as a textbook example of an inferior good, evidence suggests that transit is actually a normal good at the highest levels of income; indeed, the data show low- and high-income commuters already use transit at comparable rates. I hypothesize that the transit-income relationship is non-linear and that the effect of income on transit is positive at higher levels of income. Drawing on data from the 2009 American Community Survey, the American Public Transportation Association, and the Texas A&M Transportation Institute, I construct a national snapshot of American commuters that captures levels and costs of transit service, levels of traffic congestion, and automobile access, some of the key explanatory factors identified in prior research. Utilizing logit regression models, I investigate to what extent personal and external factors affect the probability of an individual's transit use at varying levels of income. This thesis aims to further discussions of public transit in transportation planning and to inform policy makers of the potential distributional and social equity implications of future transportation policies.

In both developed and developing countries, subsidies are implemented to make transport more affordable. Despite their widespread implementation, there are virtually no quantitative assessments of their distributional incidence, making it impossible to determine if these instruments are pro-poor. This paper reviews the arguments used to justify subsidy policies in public urban transport. Using different tools to quantitatively evaluate the incidence and distributive impacts of subsidy policy options, the paper analyzes the findings of a series of research papers that study urban public transport subsidy policies in developed and developing countries. The available evidence indicates that current public urban transport subsidy policies do not make the poorest better off. Supply-side subsidies are, for the most part, neutral or regressive; while demand-side subsidies perform better-although many of them do not improve income distribution. Considering that the policy objective is to improve the welfare of the poorest, it is imperative to move away from supply-side subsidies towards demand-side subsidies and to integrate transport social concerns into wider poverty alleviation efforts, which include the possibility of channeling subsidies through monetary transfer systems or through other transfer instruments (food subsidies, health services and education for the poor). The general conclusion of the paper is that more effort should be devoted to improve the targeting properties of public urban transport subsidies using means-testing procedures to ensure a more pro-poor incidence of subsidies.

Book excerpt: Cities face the daily challenge of providing people with access to different activities through their public transport systems. Despite its importance, there is little research on accessibility that focuses on the use of this mode and even less accounting for the impact of level of service (i.e. travel time, waiting time, reliability, comfort and transfers). Thus, the aim of this paper is to propose a methodology to determine how access to opportunities and basic services through public transport systems is distributed in cities, and how the perceived level of service decreases or accentuates the existing gaps. Three indicators are calculated for Santiago based on data from public transport operations, smart card validations and georeferenced information: walking accessibility to public transport stops considering the quality of urban furniture, safety and environment; connectivity provided by the system in each area to the rest of the city considering the level of service through a measure of generalised time (in-vehicle time); and a measure of attractiveness of the destinations, based on number of trips attracted by purpose. The methodology is applied to a case study in Santiago, a highly unequal and segregated city. The results show that the accessibility gap between disadvantaged areas and more wealthy neighborhoods of the city increases if the user's perception of level of service for public transport is considered. We show that the three proposed indicators provide different dimensions of accessibility suggesting how and where to intervene to effectively improve equity. Thus, the indicators could be used to assist the prioritisation and focus of investment plans, the design process of urban policies or transport infrastructure and become a key input for planners and decision-makers.
